Many factories in India have been shut down. Their lands and machines lie idle in locations that are very strategic. A national registry of such factories should be made and the same lands should be made available to companies willing to invest in manufacturing at market rates. This would create jobs for people in new factories or helping sell such lands or running the companies etc. The government can actually make a lot of money through that.
