This task requires you to develop training material (presentation, video, infographics or a program) that can be used by citizens to learn about digital technologies and services. E.g., how to use government websites for passport services, MNREGA, etc.
Learning is a continuous process. It is not enough to merely commit time to train others. It is important to continuously update knowledge and get familiar with the latest. It is also important to explain in simple terms how to use digital technologies and services to a mass audience. This will require innovative training material. This task requires you to think innovatively and to develop teaching & learning aids that can be used by both volunteers and citizens themselves.

Computer Fundamentals Study Book is a free e-book specially designed to help kids, students, government officials, senior citizens and all beginners who would like to learn the computer fundamentals quickly. This e-book can be used by volunteers, non-profit organizations, resident associations, kids, libraries and all others who would like to learn and spread computer education among their groups.
I recommend using Google Course Builder for building generic courses, which can contain videos, files (pdf, ppt...), links, etc.
I don't see much point of developing training material for using websites for the following reasons:
1) Training material is bound to become outdated as websites change frequently
2) Websites should be simple enough for the users
3) Going through training material is no fun
Generic material for use of internet should be useful though.
