The govermnent can give tendors of waste collection and utilisation.
It can help private companies setting up the waste management near the city.
In india techniques of generating power from wastes is also prevailing. The govt can encourage private sector to set up such companies.
The use of bio degradable waste to form bio pesticides, manures and bio gas should be increased. The private sector should be encouraged to come forward. They should be faciliated by giving subsidy in land and power

In order to curb garbage generation around eateries / road-side food joints, vendors/shopkeepers should be incentivized to collect garbage at the point of origin. Then all vendors in the market should collectively sync with municipal authorities to pickup garbage bags every 2 hours. These garbage bags should be differently colored to identify bio-degradable and non-biodegradable waste.

very simple and effective PPP model:

allow and encourage companies to install garbage bins along with there advertisement on them, like govt. is trying to do with ghats of ganga in varanasi...

Cleanliness of urban and rural area may possible if we use all spoily wastage things to make Bio-gas & Natural manure.
To make possible this first stablish a company whose main work should be purchase wastage things to make and sale bio-gas & natural manure.
Also non spoily wastage things (garbage) mean all carbonic meterial can use for recycle.
If Co. will start to purchase wastage things (garbage) autometically public will collect and sale it.
PROSSES TO MAKE BIO-GAS & NATURAL MANURE :-
Make a big pit where pour mixure of wastage thing (garbage) + water+ some urea (for heat produce) and close the pit by a lid after some day wastage things will auto melt and because of heat some flamable gas will come out when gas will reduce we take out all wastage which can use like natural manure it will very healthy for agriculture.
If we use this type of system we will got some benefits
1) Rural and Urban area will be clean
2) Polution will reduce
3) Bio-gas & natural manure can make and sale by wastage
4) Beacuse of stablicement of Co. employment will creat.
5) Public and Co. both can earn money by wastage.
6) Use of electricity may reduce

A Public private partnership system is proposed that has a) advanced GPS technology with online monitoring b) Law changes for punishment/reward to change people habits c) Accountability/Responsibility fixing so that private companies actually make money when city is clean. Here i am posting some pdf these i got to Internet and those are helpful to know how we can make garbage free cities, just usage of ecofriendly plastics and household products alternate of nondegradable plastics (petro plastics), because of petroleum plastics are mainly responsible for Garbage those takes 50 to 60 years for degrade. So need to banned it all our in India.

PPP model for garbage free city I) Through open bidding appoint agencies to collect garbage from each house separate collection for inert & biodegradable & recyclables ii) fix amount which this agency can take from house directly & publicize the rate iii) employ separate agency for collecting waste from hospitals & fix rate per bed of hospital & publicize it-the agency will collect charges directly from hospitals iv) separate agency to collect from hotels, markets, iv) thus ULB bears no cost.

Cleaniless: All cities main streets should have dustbins placed at intervals of 300 ft and at eye level. There shouldbe common color code so that even visitors, illiterate poeple,children can throw the right waste into the right bin.
Processing: Present model focuses more on transportation and collection of garbage rather than processing.Any parks should have capacity to compost all wet waste from that neighbourhood and the paper,plastic can be collected by young entreprenuers and recycled.
