I suggest skills which affect the maximum number of people in rural areas.Open free schools at district level for the following low-tech Building Construction skills and give on the job training by making them work on building something in their own district. The work they do will be the training fee. Provide them with a certificate of successful completion and make it mandatory for contractors to employ people with certificate and have a national database for that. Skills other that ITI.
