A road map based on the two principals: Detect - Deter Detect : E.g Simple tools for water quality measurement can be set up at villages along the river, run by the local schools which record the quality of the water. This allows for continuous monitoring and detection of pollution sources. Deter: Every violation must result in a fine and seizure of equipment, Information leading to such detection should be awarded. Every village based on water data can be rewarded for improvements.
