Set up National Skill Development Authority and get inputs from all Sectors of Industries,Tourism,Agriculture,Health care,or from all Ministries what are their requriements in their dept or ministries or sectors and with national database from all India employment exchange Authority through seniority give them professional training and give them jobs through employment exchanges. national Skill authority & all India employment exchange should be in one ministry with three offices in each state

First Create All India Authority of Employment Exchanges take over all state and Central employment exchanges into that. Make rules in Corporate and PSUs and all other having more than 10lakh income per month to Put vacancy details in above Authority or else penalty and concerned license cancel. Set up a National database of all Graduates of all stream give them a seniority by their date of birth collect data from all Universities through UGC and data of Skill man power from AICTE. i hv more

1. For every person recruited through the Employment exchanges, offer tax sops to the private companies. 2.Also a very small percentage of all recruitment all over the country shall be made compulsory to be done via employment exchanges to make these exchanges more relevant first of all. 3. Start charging a nominal fee for registration on employment exchanges and then give them to private job consultants on contract basis with some money added from govt side to make these exchanges lucrative.

Employment exchanges should be organised like job portals where people seeking jobs and employers can log on line. There should a section for unskilled jobs like housemaids, child keepers, elderly care and drivers etc. some training facilities can be provided for such unskilled trades. Due diligence can be done by the exchanges. Market related Wages and social security can be ensured through this mechanism for this unorganised sector where there are a lot of asymmetries but lot of demand.

1st & foremost: The mentality of officers in Employment Exchanges is that ppl come there just to get their degree stamped as 'unemployed registered' and not for orientation. Most employment exchanges are dirty and running in out of life buildings. Need of the hours is to: (1) Move Employment exchanges from courts premises to Administrative Building under the watch of IAS officers (2) 1st orient the orientation officers (3) Make mandatory for pvt companies in region to send a copy of job ad

Employment exchanges need to provide employable skills and employment to people. Skills like plumbing, mechanics, driver, cooking etc. There can be short 3-6 months intensive courses, which can then help in such people get proper employment. There is also a huge need for such semi skilled workers in many countries abroad, government can help train them in foreign languages also and send these people to those countries.

Employment exchanges should include job availability from private sector as well. It should gather information on skill required for each job and conduct coaching for those skills and measure talent and skill through exams/projects. This will ensure youths are trained and become job ready.
