At the first level e-Governance people are ensuring connectivity atleast to govt. offices upto tehsil level, through SWAN network of MP but it needs extreme attention from the vendor company to keep it maintained. They are required to respond immediately to maintain the importance of SWAN.

I am Working BSNL and Deals with optical network. The main reason of the rural connectivity problem is due non availability of duct system. Even along the hi-way this duct system is not available due to which the managing of OF connectivity is becoming difficult and increase the opex of the companies. so as to make the the robust communication facility in india we have to make the civil duct system for keeping the uptime and hiway authority can prepare this duct system and charge on rental basis

USE LASER OPTICS INSTEAD OF FIBER OPTICS NETWORK:
A fiber laser or fibre laser is a laser in which the active gain medium is an optical fiber doped with rare-earth elements such as erbium, ytterbium, neodymium, dysprosium, praseodymium, and thulium. They are related to doped fiber amplifiers, which provide light amplification without lasing. Fiber nonlinearities, such as stimulated Raman scattering or four-wave mixing can also provide gain and thus serve as gain media for a fiber laser.

We can very well use our Electricity T & D lines on OVERHEAD tower network for RUNNING THE OFC CABLES all throughout the country along with EHV / HV / MV / LV LINES. It's safe & technically accepted world wide. It also saves time & energy spent in digging the roads, does not get damaged due to digging by other agencies since the cables are routed aerially; No chance of theft too;Probably, we in India, already have couple of examples of this kind where OFC cables are routed along with EHV lines !

Government should subsidise private company (Airtel, reliance etc.) to spread OFC on district level. Connectivity should be available to every home on payment. A district level free intranet should be there and Internet may be availed on subscription. District level Intranet will facilitate in future for smart cities, removing harmful wireless mobile networks (avoided in europe), building Community halls for teaching to poor childs in district from single place, save traffic on internet backbone

Activate dark fiber with BSNL, RailTel & Power Grid on war footing. Mr. Ravi Shankar Prasad to monitor the activation on a real time basis by bringing in a online system to which these organizations can share their real-time inputs.

Digital India concept is really encouraging. India already have many projects like SWAN,NKN, FOCN, SSDG, E-districts, CCTNS, E-courts, Passport seva etc which are long way to go. The primary challenges are (i) Poor connectivity and support system (ii) Power Issue (iii) Capacity Building training & change management issue (iv) Data Digitization and Migration challenges. Lack of state level interest and support is also a bigger challenges for project implementation. Act on these issues first.

In 21st century high speed internet connection is most important for all purposes. In India, the average internet speed is 1.1 mbps which is lower rate compare to other developed countries. Optical fibre networks are also quite good but non optical like IP Based network, WI-FI these also very good. We now should go for fully 3G high speed networks across India and in big cities 4G should be provided. I am providing some files including ideas put up by the Government of Luxembourg.
