Government documents, records, certificates, etc. especially those belonging to citizens, should be digitized and made universally accessible through mandating use of standards and protocols. Application Programming Interfaces (APIs) should be published in conformance with an Open API policy so that data and services are exposed to the outside system for its efficient use. Easy access to the digital resources will help in developing mobile apps and other online applications as value added services by developers and users. Two or more data sets representing similar data may be provided as a linkable data set. Citizens should not be asked to provide government documents or certificates, which are already available with some department/institution of the government, in physical form. Portability of all electronic documents should also be ensured. As an example, the educational institutions should ensure that all their past degrees and certificates are digitized can kept in their data-centres/cloud with appropriate access protocols. The citizen, while filling some application form should not be asked to submit the certified copies of his/her educational certificates but should provide details of these certificates which can be seen by the concerned agency using the pointer provided by the citizen.

Ideas and inputs are welcome on how digital resources can be created and provided for universal access. The suggestions may include technical architecture and platform, software, authentication mechanisms, citizen interfaces, policy guidelines, process improvements, operational efficiency, implementation procedures, etc. Various means by which digital resources can be made available to the citizens for use & type of data that should be exposed may also be advised. You can upload your ideas in doc or pdf format.

to achieve this we need an constant ID for induvidual. thus govt should create individual profiles and a cloud data for their certificates. thus when any govt department issues a certificate one manually and one digitally, the digital one should reach to their respective profiles.There should be a duplication of each citizen is to be maintained by main server of govt for future use. if some one applying a job just needed to submit his id alone and employer refer it from duplicated server.

I think that education of computer and relating should be teaches compulsory in all schools from class 1 to 10th.

One GPRS Identity should be given to all indian citizens, when he gets a new bike/ car/ vehicle, the gprs setting of same number should be fixed. When ever the vehicle crossed the signal/ the railway gate crossing without man/ if the signal is red, it will automatically stop the vehicle, after orange signal, it will be activated. IF the vehicle lost, he can find out using GPRS setting. Even he can register for driving licence/ any mobile numbers / for any identity, the gprs setting number can be

First of all, there should be unique ID with all records in National Database. Person can be authenticated by Unique ID or Finger Print or Retina scan. All documents in government offices should be digitized & made available online to make system answerable to citizen money.

Easy access of internet and provide one govt site which provide online application of all govt document including pancard, rationcard, driving lic. , passport.

It is a very good idea create Universally Accessible Digital Resources because it will surely help eliminate the problem of submition of same documents again and again for any purpose and keeping of them in offices.This can be done by creating a individual account of citizen where all tha docs will be uploaded and linked with a smart card so that it can be retrieved by swapping the cards also with the permission of card holder and can be seen online also.

A practical way to implement e governance in sect. (1) From Group C to B the file system to continue (2) group A service to start the proposal online and (3) once a decision is made in the matter place a copy of the entire communication in Group A services, Hon'ble Ministers etc in file. Since the internet is also not fool proof and subject to hacking we may need to have copy of the decision made and entire communication in paper form too, this will serve auditing, PAC, Court case, RTI, etc

Make the cloud of the data. Data related to each offices has to be stored in the office and the access will be granted by providing the identity of user name , and Aadhaar card simultaneously over the internet through the common citizen acess web portal to request to generate the document, to request to edit it and request to get it. Security is major concern which will be resolve by providing the digital signature with or conjugation of the OneTime Mobile Password.
