Decisions are responsible if ones who decide are accountable to those who are affected by the decisions. Mobile phones allow instantaneous polls. Build a polling platform where mobile numbers of citizens are mapped to an area and can be polled in easy way on Govt effectiveness. This can be used to run any poll, e.g. 1. Cleanliness 2. Utility services 3. Healthcare etc. Rate performance from micro to macro level in cities. Foster competition b/w area officers. Publish data for all to see.

First. Metro rail and bus timing should be available as mobile apps with realtime GPS monitoring. This will ensure timebound service delivery. Second all housing/land ownership records already in the digital domain can be uploaded and published in map form and written form at small cost to genuine land owners. This will reveal encroachments and also the owners can verify if their data are original or modified by landgrabbers by comparing their documents with government documents. monitoring.
