Pradhan Mantri Awas Yojana (Urban)

Pradhan Mantri Awas Yojana (Urban) (PMAY-U), a flagship mission of Government of India implemented by the Ministry of Housing and Urban Affairs, was launched on 25th June 2015. The mission addresses urban housing shortage among the EWS/LIG and MIG categories including the slum dwellers by ensuring a pucca house to all eligible urban households by the year 2022, when nation completes 75 years of its independence. PMAY(U) adopts a demand driven approach wherein the Housing shortage is decided based on demand assessment by States/UTs.

The State Level Nodal Agencies (SLNAs), Urban Local Bodies (ULBs), Central Nodal Agencies (CNAs) and Primary Lending Institutes (PLIs) are important pillars which contribute to implementation & success of PMAY(U). The mission focuses to cover the entire urban area consisting of all statutory towns and planning areas including Urban Development Authorities (UDAs) notified with respect to the Statutory Towns which surround the concerned municipal areas. All houses under PMAY(U) have facilities like electricity, water supply, kitchen and toilet. The mission promotes women empowerment by providing the ownership of houses in name of female member or in joint name. Preference is also given to persons with disabilities, ST/ SC/ OBCs/ Minorities and Transgender. A PMAY(U) house ensures dignified living along with sense of security and pride of ownership to the beneficiaries.

Major Initiatives

A. Global Housing Technology Challenge- India (GHTC-India)
To usher a paradigm shift in the construction technology in India, MoHUA has identified alternative and innovative technologies through a Global Housing Technology Challenge- India (GHTC-India)

i. Light House Projects
Six Light House Projects have been identified in different regions (Gujarat, Jharkhand, Madhya Pradesh, Tamil Nadu, Tripura & Uttar Pradesh) wherein projects will be constructed using different innovative technologies identified through GHTC-India. These projects will serve as live laboratories for transfer of technologies to field applications, such as planning, design, production of components, construction practices, testing etc.

ii. ASHA-India
Under ASHA-India initiative, incubation and acceleration support are being provided to potential future technologies that are not yet market ready (pre-prototype applicants) or to the technologies that are market ready (post prototype applicants). Respectively, five ASHA-India Centres are being set up in the institutions namely:

  • Indian Institute of Technology, Bombay
  • Indian Institute of Technology, Kharagpur
  • Indian Institute of Technology, Madras
  • Indian Institute of Technology, Roorkee
  • Council of Scientific and Industrial Research- North East Institute of Science and Technology (CSIR-NEIST), Jorhat, Assam in collaboration with CSIR-CBRI, Roorkee.

B. CLSS Awas Portal (CLAP)
Ministry of Housing and Urban Affairs, Government of India has launched a web based real time monitoring system CLSS Awas Portal (CLAP) on 25 November 2019. CLAP is a common platform where all stakeholders i.e. MoHUA, Central Nodal Agencies, Primary Lending Institutions, Beneficiaries and Citizens are integrated.The portal has developed a tracking system for beneficiaries to track their application status through unique ID starting from submission of application till subsidy release. Additionally, beneficiaries will also be able to receive application status through SMS alert at different stages.

A campaign for change management was launched on 29th August 2019 by Hon’ble Minister, MoHUA. The same was formally launched on 2nd October, 2019, commemorating 150th Gandhi Jayanti in more than 4000 cities and it will conclude on 26th January 2020. The campaign consists of two fundamental activities (i) door to door awareness and need assessment and (ii) IEC activities at city and ward level. The campaign had converged with various Urban Missions and other Central Ministries like Health & Family Welfare, Jal Shakti, Environment Forest & Climate Change, New & Renewable Energy, Petroleum & Natural Gas, Power, FIT India and Poshan Abhiyaan so that PMAY (U) beneficiaries can avail benefits of schemes/ subsidy.
