Because it is made when the motor vehicles on the road were a very small in numbers.Now-days it is too high. So, both Rail and Road rules will be co-relate to each other.

Contd. ... It is imperative that the concept of construction of Railway Under Bridge (RUB) or Railway Over Bridge (ROB) may be seriously considered. As an instance, in JALANDHAR, for that matter anywhere and everywhere, the feasibilty of construction of RUB or ROB needs to cinsidered seriously. OF COURSE, THIS SHALL HAVE TO TAKE SHAPE SLOWLY, BUT STEADILY. THIS NEEDS TO BE DONE IN PHASES.

The Manned Level Crossings in JALANDHAR, as a matter of routine, are closed very frequently, and at times, remain closed for 30 to 45 minutes at a stretch. Some people out of impatience, and, some to beat some time-frame, force cross the Crossing, despite the accompanying risks. ROB / RUB BE THERE.
