Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment ...

Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

Sir, I suggest that at the unmanned crossings level of railways Notice Board should be diplayed that neglient crossing is punishable under section 161 and section 131 of Railway act and people should also follow the instructions. Also before unmanned crossings Noice Board should be displayed that you are approaching Unmanned Crossing and follow the Railway act section 161 and section 131 This is in your interest.

Install automated strong gates at unmanned level crossing to avoid last moment passage though train coming. The gates should closed within specific time before the train passes.

Recently when I raised issue of lack of infrastructure in accessing Yashwanthpur terminal railway station of South Western Railway I receives reply:
"The problems raised by u are genuine... But the taxes u pay are not a part of railways kitty.. the state government which gets the part of the taxes u pay is to provide this additional facilities.. Railways can only provide facilities within railway premises.."

1.Accident happens as vehicle mainly stops momentarily at LC while train approaches.The best way is to provide underpass or overpass strucures.This will totally detach track from the road.Even people cross under a stagnant train in stations with their vehicles.Eliminate all the possible options.
2.Low voltage electric fences should cross both sides of LC for a particular length such that vehicle or person in contact with it gets shock and vehicle is paralyzed till the train crosses.

Add big hooter and Big and bright LED light of red colure display at unmanned crossing. They will start hooting and light flash one or two before train crossing. And intensity will increase as train coming near to crossing. This will have both audio and visual effect and any person can catch it.

Existing rail corridor can be made double decker or triple decker without acquiring an inch of land. The under ground and on ground deck can accommodate rail traffic and the over head deck can road traffic.

If the whole system runs underground the level crossing gates over bridges, under bridges, track fences security arrangement will all be eliminated. The expenditure made on all above things in construction and maintenance can be diverted to tunnel constructions. Freight trains can be easily run underground. This will also have very low environment effect. under ground staff can be chosen from existing mine workers who are used to work underground.
