Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

The RBD form should be made easy to fill
as lots of informations which have to be filled make it unconvinient,
although informations are of statical use,
yet rustics and uneducated society feel it a burden,
So adhar card should be issued at the time of birth by the hospitals, which would register birth automatically,
death registration should be the responsibilty of elected gram pradhans, and ward members compulsory

Births & Deaths की रजिस्ट्रेशन समय पर नहीं करनेवालो माँ बाप और अधिकारी कर्मचारी को पेनल्टी लगाई जाये उसके साथ ही जन्म और मृत्यु की रजिस्ट्रेशन करवाना कितना जरुरी है वह हर ग्रामसभा (इस सभा में पुरे गाँव के लोग present रहते है) में जनता को बताये जाना चाहिये और ना करने पर पेनल्टी दी जाती है इसके बारे में भी aware करना चाहिये

All hospitals needs to be connected to a central agency of keeping birth & death record.Hospital may sbmit daily data of birth & death to this agency.Where birth or death is out side hospital a portal may be there to submit the details.

The utility of Birth and Death Registration is that it is very important for national planning and for individuals family as record and proof for various legal purposes, there are so many problems faced if it is not done in time..Local level awareness is to be promoted. And to registering authorities some incentives be given .Those parent/ family members do Birth and Death Registration timely within prescribed period be given special incentives and heavy charges on expire of that period.

I think that if our govt computersis all Medicals and prehealth hospitals in one chain means total internet system than I think that all people will get there certificate. All certificates will made by Dr at that incident time in this way people will not work for many days for those Certificate.

Common Service Center (CSC) .. जहां तक कॉमन सर्विस सेण्टर की बात है तो उनके पास केवल 21 दिन का प्रमाण पत्र बनाने की परमीशन को बदल कर .. किसी भी आयु पर प्रमाण पत्र देने कि पॉवर भी होनी चाहिए अपने उत्तरदायित्व पर .. उन्हें लेट फीस जमा करने के साथ साथ ऑनलाइन majistrate का आदेश प्रमाण प्राप्त करना भी एक चुनोती है स्टाम्प पेपर पर उत्तर प्रदेश में .. हमें वो प्राप्त करने के लिए अभी भी majistrate office तक जाना होता है . यह सुविधा ऑनलाइन नहीं है .. वन्दे मातरम

Common Service Center (CSC) ..लोगो को शिक्षा दी जानी चाहिए कि वो जन्म और मृत्यु प्रमाण पत्र बनवाये .. जिनका जन्म या मृत्यु पब्लिक प्लेस या घर पे होता है .. इसके अलावा हॉस्पिटल्स या नर्सिंग होम के रजिस्ट्रेशन के समय ही उनको ये शिक्षा दी जनि चाहिए कि वो जन्म और मृत्यु प्रमाण पत्र रजिस्ट्रेशन करें .. पब्लिक प्लेस या घर पर जन्म और मृत्यु होने पर पास के कॉमन सर्विस सेण्टर को अथॉरिटी होना चाहिए की वो अपने उतरदायित्व के साथ जाँच करके पंजीकरण करें ..

Common Service Center (CSC) .. मेरे विचार से जन्म और मृत्यु प्रमाण पत्र महत्वपूर्ण हैं क्यूकि इसके द्वारा सही जनसंख्या का पता लगते हुए सही निर्णय लिए जा सकते है भारत के विकास के लिए .. हालांकि में पंजीकरण की विधि को आसान नहीं करना चाहिए इस पक्ष में हूँ किसी न किसी का उतरदायित्व होना चाहिए अन्यथा गलत पंजीकरण होने पर प्रॉब्लम बढेंगी ..

Death Certificate:- All hospitals must provide a deadbody id number on discharge summary sheet before handing over dead bodies to their relatives for in-hospital deaths.
For in home natural deaths local police must visit onsite to mark and provide death id number in their records and for e-sampark center for certificate purpose.
