Registration of Births, Deaths and Still Births in India is mandatory with the enactment of Registration of Births and Deaths Act (RBD Act), 1969 and is done as per the place of occurrence of the event. But the system for application and generation of Birth and/or Death certificate which is called Civil Registration System is facing challenges in ensuring prompt services delivery to the public.

Hence the Government of India has decided to introduce transformational changes in the system through an IT enabled backbone leading to Registration of Births and Deaths in the country on a near real time basis. The implementation of such reforms are conceived at the local level within the respective State/UT Governments who are required as per law/rules to undertake the implementation. For this purpose we have decided to leverage discussion forum to take feedback from the general public and identify key problems, assess the gaps and take suggestions on improvement of the contemporary process of registration of Births & Deaths and issue of certificates.

Following are the issues for discussion in MyGov platform:
a) What is the utility of Birth Registration? What happens if a citizen does not have Birth Certificate?
b) What is the utility of Death Registration? What happens if a citizen does not have Death Certificate?
c) How can process of birth and death registration be made so simple and important that citizens will voluntarily register birth and death occurring in their families and will also assist and educate other families to do the same?
d) Are there any issues or challenges in the current birth and death registration process? If yes what is the root-cause of such challenges? How can these issues be resolved?

With existing system, start Simple online Registration Portal, where close relatives can do registration with correct spelling of Name and other information and avail the certificate. Steps: Decide child's Name for birth regist. Gov. may consider an All India level std Name format:First:Individual's Name, Second Father's'/ Mother's Name, Third: Surname / house name, No standardization exists, Check with Universities they have their own guidelines,eg.Mumbai Univ.A std Name format is must.

Registration of Birth and death is very necessity for the present scenario. But it should be make very simple. If any baby born in the hospital, the hospitals should automatically input through the baby's information in the computer in the real time. (later the parents can approach concern authorities for name insert) the same way death also should be registered, make it on Mobile so that officers can utilize the same on real time.

at ground level registration is not so simple. In UP for my son birth had to go to government hospital for certifying birth at private hospital. that counter worked monday , wednesday and friday and only for two hours a day, at common service center only 4 hours a day and often window closed with link not available, i asked for RTI for server log of downtime, they refused. meaning shutting down birth/death registration counter at will.

There should be a centralize system to monitor the birth and death records of citizen. These records should be available online. Make It mandatory to register it and provide 100 rupee to the agency who upload this information. At the end it is poor who pays for Affidative and there is absence of system who authenticate this Affidavit

Hon'ble Sir, I am from Odisha and follower of you.I have to tell something about implementation of some of your programmes like;Mudra Yojana. Banks are hesitating to give loans to the actual needy people. The banks are giving loans under Mudra Yojana to thoes people who have already some business so that they can repay the loan amount. I suggest you to kindly ensure that the young mass who has completed ITI in different faculties wants to stand on his own should be given preference of loan.

For Birth Registration, after birth of child within a 15 days parents are instructed to register the birth of their child at the local gov like Municipal corporation , Taluka Panchayat and Gram panchayat. Parents are given birth-certificate of their child from that office. For that maternity homes should be connected with local gov.Maternity home will send the details of born child to local gov including contact number of family and then local gov send msg to them they have to register at gov
