The Government of India has launched an approach named “Vanbandhu KalyanYojana (VKY)” with a view to translate the available resources into overall development of tribal population of the country with an outcome-based orientation. Funds for tribal development under Tribal Sub-Plan (TSP) are sourced from State Plans, TSP components of schemes / programmes administered by Central Ministries/ Departments, Special Area Programmes such as Special Central Assistance to Tribal Sub Plan (SCA to TSP) and Grant under Article 275 (1) of the Constitution, and Institutional Finances. The VKY is broadly intended to be a strategic process which envisages to ensure that all the intended benefits of goods and services under various programmes/schemes of Central as well as State Governments actually reach them by convergence of resources through appropriate institutional mechanism.

Views/comments/suggestions are invited from all sections of the society for effective implementation of Vanbandhu Kalyan Yojana.

Public health is very important factor with the view point of health analysis by world organisation and also for the nation builing as healthy india , wealthy india. The people awarness is essential but, the systmen should be made door to door communication with public in respect to health. In the initial stage, programme like POLIO DROPS, door door visit of volunteers systme should be applied to the improvement in the health of the public, thereafter, public will heath concious will do own work

China and other South East Asian nations have done considerable work in integrating tribals into mainstream. In those nations (except China) even Christian/Buddhist missionaries have done great job. Is it possible to assign researchers who could review those developments and see what’s best for India? Indian Government officials & Indians should give up the thinking that tribal people need only tribal like programs and make programs/institutions to integrated them into Indian mainstream.

Hope ministry of tribal affairs works closely with
1. Minister of Rural Development
2. Minister of Panchayati Raj
3. Minister of Drinking Water and Sanitation
4. Minister of Social Justice and Empowerment
5. Other concerned ministries related to health, labour, skill-development.
I pray for a day when there are no “tribals” living in India and everyone are assimilated into general Indian population.

The primary education system in Tribal regions should be creative and different from town/city montessori style education. May be sociologists/behavioral scientists/Anthropologists/Masters/PhD students etc from Universities should research how to best impart primary education in tribal areas with minimum resources. This will help/act as bridge when the children grow old enough to go and assimilate into regular middle & high school education in nearby towns and cities.

Tribal ministries should collect data of those regions where there is no/scarce electricity, communication(telephone, TV, internet etc) and work with concerned ministries for the same. Even if there is one telephone, one TV, one internet connection in a tribal village/cluster that will benefit tribals and in future create interest to have more connections. (this makes tribals feel part of India and they will also know what Government benefits are not reaching them due to corruption)

Training, Education and placement assistance should be provided to those physically fit tribal populations who wish to join Indian military. Let's say 10 to 50 tribals wish to join Indian army but don't know how, concerned ministries should come up with plans on how accomplish this task very carefully. In future, the families of these Army jawans may act as catalyst for the improvement of tribals living in villages/small clusters. (this avoids terrorism and increases patriotism in tribals)

Any corruption/negligence/apathy of officers that's preventing development in North East India, then it must be dealt with strictly by Indian intelligence authorities. Tribals in central India may not have much strength to separate into a different country...However, the tribals in North-East region could bring in international forums to separate from India. Hence Government/NGO corruption in North East India should be dealt very strictly like on war footing.
