Many people who want to come back to India and settle there has one big concern, and that is, Girl security. In the view of many incidents of girl mollestation, etc, i am proposing involving society as protectors. An app where one can register as a member(after background check). Girls using the app will have the app always turned on and if in trouble can press the panic button and members in the vicinity would then be notified about the exact location so that immediate help can be provided.

Empower Citizens with Digital Access: Digital Connection through local crowd-sourcing and telecom funding. Common computer/tablet center for village(post office/panchayat). All citizens can have access through website and Apps. Citizen Services using DT: As in Scandinavian countries – Mobile App for Pension Approval, Grant, Transfer and Confirmation. Looping in Center, State and Municipal Corporation employees. Similar for Farmers and other govt. aids. / Services.

Each village should have Wi-Fi hub or place where the farmers, students, small entrepreneurs etc..could access the connection at least 4 to 5 hours a day. Post offices, Talati offices, Panchayat offices etc should have them. They can be given a unique code on submitting a small fees on each mobile to Wi-Fi connection. This will solve the free rider problem and wastage of time and resources.

My concern is that a service can be free (like What's app- rather they are also earning by some means like adverts etc), but how can the accessibility can be made free which is provided by a telecom/Internet provider. Telecom networks are very costly including the Spectrum, Innovation & technology costs. Government should stop following USA and use its own intellect. It must stop taking populist measures like has been done for SC/ST reservation policy. NOTHING CAN BE FREE. pl. read Attachment.

1.) e-courts.gov.in site does not work well at all times. sometimes it is next to impossible to get tot he information required. Unable to to access the page, could relate to any reason, high pressure(uploading/downloading) server, internet speed, technical issues, other reason. This relates to administration of justice, and helps in protecting the legal rights of public. needs to be addresses. 2.) High Speed (5Mbps)on low cost to give real power to the public is equally important Regards
