India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

Disaster due to flood can be averted by River Linking. Surplus flood water can be diverted to deficit states or places. We find severe flood in Odisha at a time when Rajsthan or MP are declared draught affected states.Disaster of flood or draught can be averted in one go.

Small things : i heard that in cyclone-prone areas, growing certain types of trees along the coastline reduces the impact of cyclones & heavy winds. The below is just one example, but there could be more with varied uses http://www-public.jcu.edu.au/discovernature/choosingplants/JCUPRD1_072495

In my view first of all our border should be mechanised and automated weapons be used for vigilance, more security be there at major railway station as entries should be restricted to 3 or four gates and 24 hrs vigilance on these gates.Farmers and poors be freely insured for life, health and land and also easy loans be provided to them as many farmers had no other sources of income to give the land on barter also.other permanent souces of income be provided by govt to them.
