Manual scavengers are largely illiterate and have no exposure or aptitude for doing business or taking up self employment ventures.  This makes their rehabilitation in alternative occupations very challenging.

\

What are the ways in which the manual scavengers can be gainfully employed in other occupations, so that they do not return to manual scavenging? Participants may share success stories that they may be aware of.

I am working on Domestic waste Composting .I have developed one method of converting kitchen waste to good compost inside the kitchen only. So the 100% segregation is done inside the kitchen itself .For that one Basket is developed and a Bio culture is developed which converts all the biodegradable waste including vegetable waste, food Waste, stale food. This basket does not stink or produces any harmful gases or the insects .After separating biodegradable waste, remaing things can be recycled

We do not have sanitation engineering as subject. VJTI Mubai was running a diploma course which was started by Britisher. In town planing sanitation should be given focus. When we are discussing a Town Plan we should consider like old mumbai design 100 times population growth. Mechanized the process. No Jr. Engineer from Municipality or Govt can reduce size of any Sanitation route. He should be severely punished, Similarly any Illegal construction.

Human scavenging is primarily due to an abject poverty. Eliminating scavengers in the country is not impossible if the govt. is sincere in tackling the issue. An immediate steps should be taken by the district administrations down to sub-division levels to identify scavengers and create ad-hoc jobs for these people. Create safe garbage bins and timely removal by concerned authorities. Impose total ban on recycling used materials across the country by enacting legislation.

Please legislate “Hospitals Regulatory Development Authority Act (HRDA Act)” The Condition of Govt. Hospitals is very poor in general. Poor people cannot afford to get treatment in Private Hospitals due to uncontrolled expenses. Charges of Private hospitals should be regulated on the pattern of IRDA & TRAI Acts until Govt Hospitals are equipped with proper infrastructures. The legislation of the HRDA Act is directly or indirectly related with restoration of Natural Justice and Fundamental Right
