Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

There is a big racket in higher education as most of the private colleges are promoted by politicians with profit in mind. Not bad but as long as state education policy is not dictated by this.

There should be tie-up in between PSUs, R&D centers, organisations(RAW, IB, ISRO etc.) and govt universities such as IITs, IIMs, NSIT, DTU, FMS, DU, IIITs, ILU, NITs, AIIMS etc.. So that the problems and concerns from these organisations and centers can be solved. On the other hand, students will get real work exposure and experience and motivation to work for country.

Higher education should be priority by states government and more funds should be provided by government for research purposes. government should accept higher education as public utility services and education for all should be practiced by government. Faculty should be increased in higher education institutions.

Government can even sponsor higher education in countries which are the technology hubs, but with a bond signed that they will serve our country for at least 10-15 years after completion of their education.

Reservation is good but today even the children of higher officials do not deserve it. As their parents are already in main stream, reservation must not be given to them. Becoz of this needy people do not get the benefit of it.

Continue..... Doctors obtained MBBS before 1980s were graduated from Govt. Colleges and were happily served in villages. After mushrooming private medical colleges and degrading the standard of Govt. Medical colleges due to financial and infrastructural crunch, the scene has changed. My father was doctor and served in PHCs in Jhabua, Baster and Raipur district and I completed my schooling from these villages. But today I can not ask my kids or friends to do so.

Why do doctors not ready to serve in villages? I tried to find the answer and it was related with policy in financing higher education. - The cost of education (MBBS) in Govt. Colleges : Few thousands/year (Ref http://admission.aglasem.com/aiims-mbbs-fees-and-expenses/)- The cost of education (MBBS) in Private colleges : more than 10 Lakhs/year - Total may be more than 1core. http://www.pravara.com/ugadmission-fee.html The EMI on education loan is more than Govt. Salary.
