Roughly 1% of GDP is spent on higher education as against a target of 1.5%. In the recent years, the state share of expenditure on education has declined as compared to an increase in Central expenditure on education. How can we address the financial resource constraints in higher education?

Private funds for universities through philanthropy be encouraged. Institutions are scouring the globe for wealthy alumni. In some systems, private colleges (usually non-profit ones) provide a first-class education. That is true globally including India. These new non-profits are too few and far between to transform India’s system, but they may well create a wider choice of high-quality institutes. Govt must support and promote such non-profit universities.

Greater efforts need to be made to control the costs of higher education. Technology can help. Universities should be more adventurous in giving people access to their offerings online and in using technology to make education more effective. They might think that controlling costs is not important to them, but they would be wrong: in America the universities’ customers are fed up with high fees

USA-Loan provided by the Govt but repaid by the student irrespective of final result. Europe- 80 to 100% funded by Govt which is now a big burden on European countries under debt crisis/recession. Australia’s system of income-contingent loans lets students off making repayments unless and until their earnings reach a certain threshold. The best financing option should be the flexible repayment schedule by the student depending on his earnings which is win-win case for all.

Fix the target to state for spending on the education say 2% of their budget. if the state is short of targeted amount, the short amount should be deducted from his normal share of taxes. If the state spends higher than the target amount, it should be compensated for excess amount spent on education.

Any country can flourish if Government is able to provide education and health for all at free of cost by reducing unnecessary subsidies and expenditure incurred by government machinery. Education & Health today is a commodity in the market and is viewed as investment opportunity which has became an obstacle for better India. Even intellectual students are left with no opportunity for education and employment due to the Government policy of higher education with an inclination for Capitalists.

One of the biggest complaints I have with US higher education is that it is too expensive. 4 year degree in US can set you off by 10-15 years and there are questions if there is value for money.It is one reason why the US wants skilled labor immigration. India must not end up in same situation, which means higher education must be accessible to all. One way to achieve this is distance learning via internet/TV along with free periodic examinations. The govt must increase investment in higher edu.

Make alumni contributions to colleges tax deductible, at least the government colleges to begin with. This can be extended to private institutions with necessary checks and balances.

Universities should atleast give some contingent grant per PhD student enrolled to supervisor that will help in guiding research. As of now no financial commitment is there for PhD in universities and supervisor solely depend on project undertaken.
