I hope, this policy would also address policy of Software Patents in India. So far, it is leading to plenty of IPR getting registered outside India though it was produced in India and by Indians. Check this:

All the traffic system should be decentralized, privatized with respect to various city. So that traffic signals, traffic police should be handled by private agencies. They will manage everything and pay some amount to government. Government will just regulate and review their service. These agency has been given KRA to provide some innovation and out of the box solution.

# Decent internet speed and connectivity must take a right based approach
# All govt websites and services must be available on web and across multiple platforms including mobiles
# Govt web content must be available in all 22 Scheduled languages and not just Hindi and English this will create more inclusiveness - Especially it will bring southern states with more internet penetration to interact agressively with govt portals.
# Wi Fi in trains and charging facilities in public places.

Respected Sir,We should have our cloud servers and mainly Operating System should be Make in India. We have good talent in IITs where our engineers can make better OS than anywhere in the world. My uncle who was in IIT & he was able to code OS. Then he worked to Microsoft, Google etc. Similarly like him we have Brilliant resources in India who can make. The benefit we get is mainly our SECURITY of digital India. If we use others OS,there is no guaranty that our DATA is being SPYed&used against us.
