The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

• Interoperability is biggest problem: What happens if I have PayTm & merchant only takes SBI Buddy. Make all of them inter-operable. • Make UPI support mandatory for all e-wallets and PPIs within stipulated time, helps ensuring 
interoperability. • Bring-in credit cards under UPI and allow IMPS payments to credit card accounts. • Cap maximum interest rate for a credit card.

मैं यह कहना चाहता हूं कि जैसे हमारे उत्तर प्रदेश पश्चिम में बिजनौर जिला है उसमें जो आस-पास के गांव हैं वह बहुत गरीब है जिनके पास 90 परसेंट atm कार्ड नहीं है ना ही उन्हें पता है इसे कैसे उपयोग करना है तो मैं यह सुझाव देना चाहता हूं कि डिजिटल पेमेंट में जैसे कि 2000 के पेमेंट में अगर उन लोगों को सो रुपए भी मिलते हैं ना तो वह बहुत ही प्रोत्साहित होंगे और इस मोड को आगे ले जाने की भरपूर कोशिश करेंगे कहने का मतलब है कि इंसेंटिव जरूर हो और इसकी जगह जगह पर कैंप लगनी चाहिए जागरुकता के लिए

• Mandate all merchants with above 10lac turn-over to have minimum one POS machine, one e-wallet and UPI facility connected their license/TAN. For lesser turnover, e-wallet/UPI should be mandated.
 • Make it illegal/punishable to carry cash to any govt/public office, only digital methods should be used. 
 • Tax rebate for spending large % of income through digital means. 
 • Add cash handling tax on payment above 5000 in cash.

1)there need of DEPOSITORY for holding digital cash like depository holding digital share 2) no need to print notes,n saving on cost of printing,government have track of money any time n track of cash holding, which will help in deciding government policy 3) INSURGENCE POLICY FOR DIGITAL PAYM 4)TAX BENEFIT on digital transaction 5)compulsory acceptance of digital payment by seller/government have turnover above specific limit 6)there body like sebi which look in disputed &

Government shud make ensure peoples that thier taxes are not going in wrong hands by checking the wrong subsidies and any type of benefit given to undeserve people. It will create confidence among tax payers, punishment to the wrong doing is not the solution, tax payers wants the recovery from the wrong doings.

sir,digital mode of payment should not be impose for small traders unless it is made safe,cost & solve connectivity issue ,all shortfall either side need to be understand by all advisor.DIGITAL PAYMENT IS SOLUTION TO CURTAIL CORRUPTION,GOOD FOR NATION DEVELOPMENT.WE HAVE ADHARA NETWORK,LETS MAKE IT 100% MAKE IN INDIA,NO DATA IS ACCESSIBLE BEYOND NATIONAL BOUNDARY,ISSUE POS MACHINE OF ADAR BASE WITH ALL SAFETY,EASY LINK SUCH MACHINE WITH BANK SECURITY ACCESS,ONLY THEN SMALL TRADERS & CARD HOLDER

OM NAMOM Respected Hon'ble PM Sir, Pranam I heartily welcome your honest endeavor and hard step of demonetization which is very much essential for the sake our country and its people. 1. Cash transactions should be less than Rs.50,000/- per month on individual a/c.All other transactions above 50000/- must be in electronics mode. 2.All deals( like property,land, flat, registration fees etc.) payments must be in Cheque or electronics mode only. 3. Currupt must be punished.

Cash withdrawal limit shoud be confined to PAN no. or ADHAR card basis...no matter how many accounts a person/firm have.. Local administration shud come forward to check any irregularities activity of avoidance of sales tax.. Even in cities number of shopkeeper adopting cashless channel is at mi-nute level. Cash transactions above ₹3000/ is on the basis of PAN/ADHAR based as poor people don't have capacity to expense more than ₹1000-2000.
