The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
    
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

1. Why seek EMD & put financial burden on consultant.
2. Why ask him to collect service tax from Govt. Corporations, entities & deposit back to government??can't we excuse them on collecting service tax or GST etc.
3. In my case,a Govt. Corporation got all consultancy work done,incl concept,drwgs,design,site visits,BOQ,Tender drwgs from me to float tenders for appointment of contractor.they just paid me concept fee and after months,on humble protest paid 15%& refused 80%.How you protect us??

Sir, I am Basudeb from West Bengal. Sir I have a plan for mobile payment method. This will improve the digital India. All civilian who like to use their mobile phone can purchase daily needed goods by use of their mobile phone. No need to carry cash with themselves. No need of a smart phone. No need of internet to the mobile phone. No need to wary about hacking of all banking information or password. No need of any other wallet account.

Sir,it's a trust document between Indian Govt.and it's Indian people who by virtue of certificate to practice through their accreditation agencies,councils are legalized to practice and provide consultancy.If you accept this & validity of their experience, qualification,self attested & declared interest to work on a Govt. Project then why seek END,Security deposit,Service tax etc.Why not pay them mobilization advances,incentives to finish job before time??why increase paperwork ??Pls deliberate.

Dear friends, Bankers are in stress, please speak politely to them. do not make fun of them, they are dealing cash in crores at a time till midnight. they are heaving their lunch only when customers timing is over, that means they are skipping their lunch time too. They will not get good night sleep for some many days. They are in war against corruption. So fight with them, not against them.. Respect Bankers..Thank you...

If we keep 100 rs note as a maximum value of denomination , people doing more value transaction will face difficulty in cash transaction and indirectly will move it electronic payment for their transactions.
Why won't we make a rule like having a cash with more than certain limit ( say 5 laksh / 10 laksh ) is illegal. Business people should credit the amount daily basis or when they reach the specified limit.

Sir,
Related to the recent demonetization of the 500 / 1000 rs note , what is the guarantee we will not have the same situation after 5 / 10 years from now.
Why do we need the 2000 rs note and i heard 1000 rupees notes are getting printed and it may come soon. Since we have high denomination note again ( 500 , 1000 , 2000 ) people will accumulate the black money again without crediting to the bank account.
We can also BAN any cash transactions more than 5K and make it only through online

Sir,Attack on black money is like to defend the country on borders.The hoarders hs found out a innovative idea of deploying their own persons/labourers on payment of wages equal to or more than their daily wages.Same persons are daily making long ques on the bank's gates creating hurdles n paralysing entire banking.Sir,my humble suggestions are.1. to ask every note changer 2 use their JDJY or old ac/cs.2. Mark the amount of note exchanged on their IDs.3. Election ink may b used 2 avoid miseuse

Sir, You have taken a very bold and commendable step in curbing Black Money and Corruption. I do hope that lot of corruption in various fields of economy like real estate, work contracts,procurement of goods etc. will not continue.Lot of congratulations. (manitainance).Most often the goods purchased by govt departments are lost due to lack of maintainance.They are

abandoned and new purchases are made.A contract as a part of the procurement shall be made for the timely

maintainance of the purchased products.
9.We need to mention the procedures if all the bidders fail to qualify.
0.In procurement mal practices both on the part of employers as well as firms outweigh fair ones.
