Govt should start negotiation with some friendly countries like Bhutan, Maldives, Ghana, Mauritius to allow Indian skill development agencies, Awarding bodies and assessment agencies to operate there. Let's go global.
Reservation for women and ex-servicemen should be made cumpulsory while recruiting staff for Awarding bodies and assessment agencies.
There is no guideline regarding process of recruitment of staff in assessment agencies and Awarding bodies and also about eligibility of staff.
A transparent process of recruiting staff for these agencies should be introduced and scope should be given to all to participate in such process. Favouritism and discrimination should not be allowed in this process.
Does such Awarding bodies and assessment agencies will prefer to operate in rural, tribal, border, hilly and other remote areas?
Or, they will only prefer to operate in urban and semi urban areas where then can earn more profit?
My point is it should be made cumpulsory for Awarding bodies & assessment agencies to have at least some branches or centres in such rural, tribal & remote areas. e.g- at least 20 % centres should be set up in rural areas, 5% in tribal areas, 5% in border areas.
A rule has been made that if an application seeking recognition as Assessment agency will be rejected, then only Rs 50,000 out of Rs1,00,000 deposited by the entity will be refunded.
What is the justification behind deducting Rs 50 000 from application fee in case of rejection. This rule should be reviewed. Either no mone should be deducted or the amount of money which will be deducted should be reduced to Rs 5,000 .
Govt has recently allowed foreign educational institutes to open their branches in India and is also encouraging Indian institutes to go global. In this context, it has become essential that some guidelines should also be issued to allow Indian skill development agencies, awarding bodies and assessment agencies to operate in foreign countries especially in those countries which are very close to India and will seek collaboration with India in this field.
