India has made remarkable achievements in areas like Polio elimination, lowering fertility and disease control. However, our progress in health outcomes has been slower in comparison to other countries with comparable incomes and at similar stages of development. Impressive gains in per capita income should match with increase in life expectancy or health status. We now face a triple burden of disease. Out of pocket expenditures in India is high (70 percent of total health expenditure). This is catastrophic for the poor and pushes an estimated 37 million into poverty every year.

Health is a subject allotted to the State List, under the Seventh Schedule of the Indian Constitution. The Central Government is jointly responsible for items in the Concurrent List.We have one of the most expansive publicly provided networks of health facilities yet issues of regional disparity, access and quality remain. The private sector despite being utilized by the majority of the population also has issues of quality and cost.

Even though the Union Budget allocation for the Ministry of Health and Family Welfare in 2015-16 has remained at the level of revised expenditure in 2014-15, an opportunity lies in encouraging States to spend more on the social sector with greater devolution of untied funds following the recommendations of the Fourteenth Finance Commission.

India is brimming with possibilities. Successful conduct of election, Census survey, projects in space and atomic sciences are some examples. India is termed as the “pharmacy of the global south”, providing affordable, life saving generic medicines to developed and developing countries. In the same way, there is potential for our health system to deliver optimal outcomes to the population.

The Twelfth Plan charts the path towards strengthening health systems so as to reach the long term objective of Universal Health Coverage (UHC). It is our belief that a Health System Strengthening approach is the solution to bridging the gap between our current status and potential performance. The Health Division of the NITI Aayog invites you to an open and informed discussion to elicit ideas for overcoming the enormous challenges in the sector with limited funds at hand and guide future action at all levels, in our system. Your opinion is important and valued.

Detailed note on the current status of health system in India

We invite your responses on these two questions:

1. How can we maximize health returns from available resources?
2. How can we increase investments in health?

This discussion is open for the next two weeks after which we will post a summary of the ideas generated on the forum. We will also follow-up with a more detailed note on the issues in health system and learning from best practices in the country as well as globally for further discussion. Informed briefs on the above mentioned questions will also be made available after the initial two weeks for more a targeted dialogue.

i think every state govt and the central govt should come together and discuss what needs to be done on the matter of farmers. Niti Aayog can be utilised in a superb way.I think agriculture needs a good look at it as it is majority occupation. The govt should take all the farmers together like they did with ANAND, yes now known as 'AMUL'. the farmers are dying as they have huge loans taken from middleman who have exploited them for years as they still think that bank loan is a tidious job.

With farmers' suicide on the rise, Govt must hold the local Panchayets responsible if the victim asked for help but received none. Shedding tears after the incidents is useless and theatrical(nautanki). Let each state submit a report why such incidents recur.

I welcome the name NITI Ayog at a time when rajniti is devoid of any niti (principle) To uphold democracy we must have a free & fair election. But state govts derail this process by using Police to rig votes and scare opposition. So POLICE REFORM (though a state subject) should be on top agenda of Modi govt. I believe he can transform India.

The crime rate in India is something that has to be thought about. Why should there be crime at all on this soil which gave birth to great souls like Gandhiji and Buddha. Publish the crime rates district wise and publish them in local newspapers. Ask and encourage general public to think themselves why there is crime rate at all in their districts and what should be done to bring crime to zero. Create awareness, show statistics negative issues through statistics like gender ratio and many more.

change in tender terms required. Few powerful supplier manage to keep higher rate through cartelisation in tender. govt supply should be open to anyone who can supply specified/standard items with 10%+ lower rate. Also make provision to make payment within 15 days after the supply, if delay caused the action will be taken against the responsible officer . Also make provision to pay interest to the supplier, if delayed beyond 15 days. upto 100% inflated rate seen in the govt standardised rates.

To bridge the gap between the potential and our current perfomance on health issues the first thing we need to care about the doctors in the rural areas. I belong to a tribal area in chhattisgarh and what I see is thayt most of the doctors aren't present in their offices. If the basic unit of the health structure doesn't hets corrected then the potential can't to get upto. Not the second thing is to provide medicines at a very lo cost. Subsidy should be given on medicines that are vital anda

गुणवत्ता युक्त स्वास्थ की सेवाओं को गावों तक पहुँचाने में सबसे बड़ी बाधा डॉक्टरों की कमी की है,और डॉक्टरों की संख्या बढ़ाने के लिए मेडिकल कॉलेज और मेडिकल की पढाई करने वाले स्टूडेंट्स के सिटों की कमी का होना है। 2.तत्काल मेडिकल कॉलेज के लिए बिल्डिंग और इंफ्रास्ट्रक्चर तैयार करना असंभव भी है और बहुत धन राशी की जरुरत होगी। 3.यदि सभी मेडिकल कॉलेजों में इवनिंग की क्लास चालू कर दी जायें, तो कम से कम खर्च में एकदम से दोगुनी संख्या में मेडिकल के विद्यार्थियों की भर्ती कर मेडिकल की पढाई कराइ जा सकेगी

The Prime Minister Shri Narendra Modi ji will address the nation in the next series of ‘Mann Ki Baat’ Tomorrow on 26th April. In a tweet he said, “Looking forward to 'Mann Ki Baat' on the 26th of this month.” But it is strange that till today on mygov.nic.in there is no Page/link available for this 7th episode of 'Mann Ki Baat'.
