Government ministries and departments should start using the Digital Locker. Citizens who want to hold their important documents in digital format, such as PAN Card, Driving License, etc. should receive them directly in Digital Locker. Documents like Passport, which are required both within and outside India can be made available in both digital and physical form. Other documents should be accepted in just Digital form all over India, and for this, sufficient awareness must be created among Government officials.
Digital lockers should be developed at par with e banking security norms.
Just as I can transfer my money to other account.
let these lockers be used to tranfer copy of documents required from my account to company or govt office account.
I will have record of submission also.
if currently from board exams till university exams all marks sheet can be digitally uploaded under mandatory adhaar registered is for these students. same can be done for each year students in all schools colleges & universities the currently studying population will be getting benefitted. digital locker can also be used to store health records of the individual in the proposed health system. will work 02 in one. these can also be used to store once financial data e.g. pan , form16, tax certificates etc. on nominal payable basis in this way gov can get revenue for running the system & can be outsourced
Digital locker is a good concept but there is a need to link online not offline. Offline process are so time consuming.

My open letter to ms smriti Irani, min of HRD
Dear madam, I am writing you to highlight the atrocities to the serving sailors,soldiers,airmen. They all are recruited and trained in their allotted trades by the defence. But the biggest irony is that none of the courses and training offered are recognised by the UGC nor these are affiliated to any university. So the highly trained and skilled jawan when retires at an early age of32-35 years, his qualification is nil. He gets nothing. My request to you is that A UNIVERSITY OF DEFENCE BE ESTABLISHED just as done by our PM in Gandhinagar. This historic move will place our government back into the hearts of the jawans. A bad image of our PM has been created by some rogue elements on OROP issue. The jawans retiring after 15 years of more are being given some funny 'equavalant to graduation' certificate which has no educational value. Jawans are being cheated by the officers so that they will not face competition from them in higher posts after retirement. To cover all this up, jawans pre release courses offered but they too are of no educational value. Retiring Officers are offered courses in IIMs an IITs. The jawans re allotted hair cutting technology course.
Currently, documents are verified through AADHAR. There is a need to create a centralised repository of Universities, HR departments of all major companies/ Govt department and Financial institutions, through which the authenticity of a document be verified in a little frame of time. Centralised repository will contain all the real time meta-data of degree-holders/employees. storage of Complete data can't be possible due to security reasons and permission of the student/employee.
I have made a few suggestions! I hope they will be considered.
I have one more to add- Once the technical work is complete and project is ready to be launched - Promote it well. :) Make people realize its importance and if possible make it compulsory for several issuing authorities to issue an electronic copy of the document into digital lockers of people, whose Aadhaar number is available to them.
Overall this is another great initiative of Government. and I really it is launched ASAP.
For any document generated by government in any person's name then that document copy should be directly loaded to that person digital locker with govt label. So no duplicate, its real, original and can be blindly accepted for any other reference. Simple and efficient solution

personal details should be stored in digital locker and any change in personal details like name,address etc should be done 1 time in website which should be reflected automatically in all the gov id cards like voter,ration etc.any proof for change for eg.telephone bill for address change must be submitted by citizen.then gov can do those changes in the id cards and dispatch them to citizen's address.
It should be used to open bank account by just filling online form and attaching documents through digital locker
