Digital Locker is a key initiative under Digital India program. It is an online application that aims at eliminating the use of physical documents and enables sharing of verified electronic documents across various agencies. Digital Locker provides a dedicated personal storage space in the cloud to citizens, linked to citizen’s Aadhaar number. It will enable various organizations registered on Digital Locker to push certificates of citizens directly in their Digital Locker in electronic format. Citizens can also upload and securely store the scanned copies of legacy documents in Digital Locker. These legacy documents can be electronically signed using eSign facility. A citizen can share these electronic certificates online with various departments and agencies registered on Digital Locker while applying for the services provided by them. Thus, Digital Locker brings the citizens, issuers and requestors on one platform and reduces administrative overhead of agencies by eliminating paperwork. It will also make it easy for the residents to receive services by saving time and effort.

It is written that the OTP is sent to the registered email address and phone number,but it is not so ,the OTP is only sent on the mobile no and not email address which does not allows us to open a DIGITAL LOCKER, Thank you...

For secured OTP (to secure against lost/cloned mobile) you should follow a two (pref three part password), composed of a fixed part (e.g. PAN number, date of birth, nnnn digits of aadhar, ZIP/city name of birth etc), followed by variable one-time string sent over mobile and/or email. Add a third partially variable part (e.g. nnnn digits of mobile, PIN/ZIP code of regd address, passport no, email address etc) changing composition each time randomly, make difficult for unauthorized access

You can also add a third or fourth part of variable password, which is partially variable (e.g. nnnn digits of phone number, PIN/ZIP code of current regd address, passport no, email address etc.

In addition to the security related suggestions I have posted, we also expect better file management and user interface. 1. classification and folders with additional attributes e.g. issuer, owner/issued to, issue/updated date, ID/number, sequence or obsoleted by/obsoletes, confidentiality level, password to decrypt on transmission etc 2. For efficient Digital Locker, we should have below mentioned considerations: 1) Define Fixed document types 2) Define Fixed Metadata/Taxonomy of the documents 3) Multiple distributed repositories 4) Archival of metadata information in database and document in Image Server to ensure the scalability 5) There should be proper Document Management System in the back end for proper archival of citizen documents. 6) Compliance with Open industry standards such as PDF/A for long term archival

Sir, It would be ideal to capture document number which can be PAN Number, Aadhar number, DL number, passport number etc while uploading document. This can be used to lookup in future by Govt. offices to verify documents.
