Digital Locker is a key initiative under Digital India program. It is an online application that aims at eliminating the use of physical documents and enables sharing of verified electronic documents across various agencies. Digital Locker provides a dedicated personal storage space in the cloud to citizens, linked to citizen’s Aadhaar number. It will enable various organizations registered on Digital Locker to push certificates of citizens directly in their Digital Locker in electronic format. Citizens can also upload and securely store the scanned copies of legacy documents in Digital Locker. These legacy documents can be electronically signed using eSign facility. A citizen can share these electronic certificates online with various departments and agencies registered on Digital Locker while applying for the services provided by them. Thus, Digital Locker brings the citizens, issuers and requestors on one platform and reduces administrative overhead of agencies by eliminating paperwork. It will also make it easy for the residents to receive services by saving time and effort.

The Tea Board of India does not have an online registration process of form submission of factory Licence or online TMCO registration. At present the registration form has to be submitted to a branch office after that the form moves to a regional office and ultimately moves to its head office causing much delay in obtaining Tea Factory licences. The process should be online so that the TMCO registration form could be submitted online so that Tea factory licences are obtained without any delay.

there may be scenarios when one document pertains to family rather than individual, like ration card, residence proof, etc. in this scenario one document should be allowable to be uploaded in many lockers and be verifiable in each locker.

While filling different forms online, one requires to upload passport size photograph and signature in jpeg format. As it is very sensitive to be stored in computer memory or mobiles, it needs a very safe storage. Please incorporate some additions to the #DigitalLocker so that these can also be stored in desired format (though storage space cap can be applied on them) and easily used.

if a person is providing his Aadhaar card number to any Govt agency while applying for any certificate etc than this document should also get uploaded to the concerned locker.

The servers should be penetration tested quarterly at least. A DR plan should be in place. For user login, two factor authentication should be used.

once any legacy document is uploaded by locker holder, this document should be forwarded to issuing authority for its authentication and each issuing authority should be responsible to authentic its document with in agreed time with agency managing digital locker. this will be one time exercise but will avoid repetitive work for all issuing authorities.

The document needs to be verified by respective institutions and digitally signed and also other organizations like companies should honor this digital document. Only then its a success. Its pointless to upload the document and later downloading it and printing it for submission. All these documents need to be linked one id which is the Aadhaar id so that with just ID these documents can be referenced. This should be linked to insurances, vbehicle, land, house, driving violations etc
