Petroleum Companies should remove the condition of taking at least 01 Cylinder in six months by consumer. If consumer takes one cylinder in One Year then there is no loss to any company. In Delhi/Mumbai like big cities people cooks less food they often takes their lunch, Dinner etc outside their house and also uses Microwave Oven and Induction chulha etc to cook their food this reduces dependency on LPG.

If someone try to make fraud in getting subsidy of LPG then they are not going to get any subsidy from government for two years and people who help them also get fined by two years of no tax refund eventhough they are eligible.

please try to make pipeline grid in all major cities and distribute gas on pipelines only if possible and discourage people to get subsidy on LPG if they do not file return for every financial year and they link up their Aadhaar with one bank account and PAN.this way we can link all financial and subsidy subject together. Please issue Aadhaar as Photo ID and signature based card so we can use as photo id for getting all government rebate in place of subsidy. it will rebalancing with tax return.

The entire corruption and leakage in the LPG system is due to the system of distributorship. To check it we have to change the system holistically. Aadhar card based customer system is a right step in this direction but not complete solution as still there is too much discretion in the hands of distributor. Remember the people here are corrupt and hence to root out corruption , one has to bring automation (example : railway reservations) , and remove the discretion. working model in next post

subsidy should not given to persons paying income tax because it make no sense as taking tax than giving back by depositing in bank accounts.
Frankly speaking any subsidy mean only for needy. poor. BPL .

(1) Reenact the law of six subsidized cylinders per household. Above 6, you have to pay the full money. It was an initiative that curtailed diversions amazingly. (2) Link all electricity bills with cylinder connections as was done in Karnataka by Food and Civil supplies authorities- (http://indiatoday.intoday.in/story/karnataka-24-lakh-fake-domestic-gas-connections-uncovered/1/178073.html).. (3) Catch Food Inspectors red handed, most of them are corrupt and prosecution of some can clean others.

The Ministry of petroleum should monitor the logistics of delivery of fuel from refineries to consumer and validate it with the dispenser records of monitoring companies. Give subsidy to the end user. Such monitoring solutions with telematics unit and sensors installed in underground tanks, tankers and monitoring of pulse of dispensers in different fuel stations by the ministry can solve this issue. Why expect the marketing company to submit these reports and also collect the subsidy.
