Respected PM,
My humble suggestion is to boost up safety level in petroleum sector in India. The CEO of companies must pass certain level of safety examinations as they have to manage human capital and huge assets safely. In industry safety frame work, safety qualifications at each level of management should be an essential qualification. The importance of safety is required to be boosted up from top management demonstrating leadership and commitment as key performance.

Even DBT would not work, because this is India, where nothing goes as per rule book. Only corruption works, as long as law breakers are taken care of and the law abiding are failed. The real problem is not LPG distribution, it is about our inability to enforce any law of the land. Correct the mindset of Police. Enforce laws and rules. If you fail, abolish that law/rule. Correct and clean the Corrupt System, rather than searching for alternate ways and solutions. A.G.K. MURTHI. agkmurthi@rediffm

Make the bureaucrats accountable for that. Give them a target of reducing year-on-year subsidized consumption by a logically derived percentage target. Link 25% of their annual compensation to achievement of performance targets. if they underachieve by more than 50% they loose the performance linked compensation. If they do better by more than 50% of target they are paid 2 times of their performance linked compensation. There has to be a rewards and accountability philosophy for all bureaucrat.

Gas grid in all major cities become a good yard stick. Avoids unnecessary consumption and floating of cylinders in the grey market.

Remove all subsidies. Send initial quota money to BPL a/cs directly. Let them buy from PDS stores/ Gas dealers at market rate. You will find consumption to come down substantially and you know how much was earlier diverted.

Biometrics card system on each gas connection and civil supplies card will reduce the duplication and misuses. It should be implemented in first phase for those who under subsidy scheme.
