for LPG.. Why the shortage? When we have shortage, there is corruption as in railway tickets. Remove shortage. Implement single pricing strictly be giving subsidey on the basis of AADHAR. Also remove monopoly of distributors by opening more distributors in urban centres where more people are coming .Remove 25 day gap for booking as done in Bangalorre nad implement 12 cylinder rule strictly for honest customers.

There should be tracking of delivery of cylinder by taking feedback fom customer on quarterly/monthly basis. alternatively send sms on customer mobile after cylinder delivery. so that customer can complain if distributor diverting cylinder without his knowledge..

if we can have piped gas wether lpg flows into it or NG the government can control where to give subsidy and which can be kept off . This will have multiple benefits: one theft of subsidized gas will reduce and poor who are normally denied the benefit can get it.PNGRB should be pushed to open up cities and towns to do it at war footing. This will eliminate LPG mafias also.

Make the beneficiary subsidy pre-pay through central control. Every LPG/kerosene beneficiary should pay to oil company directly instead of payment to distributors. This will eliminate the misuse by hoarders and transfers can be monitored. Meaning all payments should be made through bank channels only by the beneficiaries and not to distributors, which in turn can be transferred to distributors by respective oil companies based on distributors off take..bring accountability

Ideas to reduce diversion in LPG & Kerosene: The better way
1. remove this barrier of subsidized and non-subsidized.more the
law more is the corruption/ malpractices.
2. strict vigilance by oil and CIVIL SUPPLIES/ public distribution depts. The root cause of any such wrong practices are promoted by these two depts, including weights and measure dept.
3. INCREASE THE PIPELINE SUPPLIES INSTEAD OF GAS CYLINDERS AND CHANGE THE CONNECTION IN THE GAS STOVE SO THAT NO COMMERCIAL USER USES.

Any illegal activity could be reported by a letter with name or without. They should be investigated at random. Give wide publicity of reward. This will make a definite change.

KEROSENE
1. Kerosene Dealers uplift Product from Oil Company Installations on EXMI Basis ie they send their own truck (TT) to the Oil Company and as the TT Exits the Gate of the Oil Installation there is no control over the TT.
2. The Supply mechanism should be changed from EXMI to DELIVERED BASIS. ie the Tankers for Supply of Kerosene are hired by the Oil Company. It will be the responsibility of the Hired Transporter to PHYSICALLY Decant Kerosene TT in the Under Ground Tank of Dealer Depot.

Two different colours can be used say red for subsidized and green for non-subsidized. But there is the danger of repainting (to change colours) by unscrupulous elements. The cylinders may be embossed (metallic embossing) to prevent diversion.
