A huge amount of Govt. money is spent on subsidy of petroleum products. The Govt. had to spend Rs. 1,39,869 crore on account of subsidy on petroleum products in the year 2013-14. As, the indigenous availability of crude Oil and LPG is limited, these are imported in huge quantities to fulfill the demand of the country.  As Govt. provides domestic LPG and PDS Kerosene on subsidised price, this results in huge subsidy burden on Govt. Due to presence of dual pricing(subsidized and non-subsidized) in LPG and SKO, there is a diversion of subsidized LPG and Kerosene into commercial usage. Although Govt. has taken several initiatives to reduce this diversion of subsidized LPG and PDS Kerosene, public participation is solicited to suggest ways for reducing diversion in LPG and PDS Kerosene.

You are invited to suggest ideas to reduce diversion and the subsidy burden on account of LPG and Kerosene.

Most of subsidized kerosene in black market is supplied by ration shops in india. As 70% of people is provided with Aadhaar card which has thumb impression of each card holder, mandate ration shops to get customer's thumb impression of the card holder and add an entry against the Aadhaar card each and every time they buy kerosene. This way selling kerosene in black market from ration shop can be eradicated.

Anybody can report a hand written letter to a centralized vigilance agency with a pseudo name. If found correct and the Govt. is able to book the convict. The reported person can come to the rewarding agency with a carbon copy of the letter or xerox. He or she should be rewarded Rs.10,000/-.

Many LPG consumers sell their subsidized LPG cylinders to commercial and other users, it is therefore suggested that every domestic LPG cylinder should be serial numbered and at the time of delivery s.no. of filled cylinder given as well as s.no. of empty cylinder received should be entered into the delivery slip which should be uploaded to company central server so in case any LPG cylinder if found in wrong hands it will be easy to locate that who is actually responsible for that.

I like to Quote the ideas mentioned by Krishna Prakash and Deepak Kapoor as - Firstly in short term we have give different colours for cylinders - Domestic cylinders are large in number, so they remain RED while commercial could be given some other identifiable colour. In long term all should be charged the same amount for cylinders and since now it is connected through Bank Accounts of consumers(as ours is and soon all will have account - Jandhan) the refund based on income can be made

In my opinion multiple connection should be identified first, secondly those are given kerosine should not be given LPG and vise verse, third and most important switch to Biogas alternative to become self sufficient in alternate energy.

When the LPG subsidy was first converted to direct transfer, I submitted my bank details as required and started receiving the subsidy amounts in my account. Thereafter, I received an SMS requesting those who could afford it not to avail of the cash transfer. As I thought that that made eminent sense, I tried very hard to get my bank account delinked (so that I would stop receiving the subsidy) but nobody has been able to tell me how to do so (the website mentioned in the SMS did not work).

I would like to suggest that ,there should be direct transfer of subsidy to the Consumers Bank Account ,But only transfer of subsidy to Bank Account will not put a full stop to the Problem still there are Many doors open for the Distributors and people doing malpractice, Proper surprise Audit at Regular Intervals not only at the distributor’s Premises but also at the Places which are supposed to use commercial cylinders but are using Domestic cylinders as they are getting chance to do so, strict action to be taken against the person or firm found culprit, A helpline Number can be created for the citizens who can report such cases by way of SMS or Call if the find the same at their locality Proper Inspection of the Books of Account of the distributors by the audit team along with the available cash at the time of audit,if any discrepancy found case to be immediately forwarded to sales Tax and Income Tax Authorities. Each and every consumer should be provided with statement showing the cylinder consumed by them for a given period if there is any extra consumption reflecting in the statement the customer can raise the complain at the helpline specially designed for the purpose,Last but not the least we the citizens have to become honest in our day to day activities inorder to put a permanent full stop to the problem .

Biggest mistake Government is making is by dual pricing of LPG. Even householders will pay normal higher price tomorrow- BUT bring down price of rice, dal, vegetables etc - by half Tomorrow. Do not focus only on LPG pricing. Government's failure to control run away inflation on daily needs like food, soap, oil etc has left common man helpless and hence his budget is cut. When will politicians get out as middlemen for all these other commodities? Politicians are also part of kerosene mafia.

Fix a singlr rate. This will help the poor also in the long run because even today not every poor person has a cylinder connection. So when the rate of the cylinder is fixed throughout the country, 1st - they will also get it at a cheaper rate and wont have to pay the extra money to the gas agency agents/vendors. 2. When everyone will pay the same rate, the govt will instead gain more money and then maybe after the losses are compensated, the prices can be further lowered down.

1.We will have to stopped blacking of the cylinders.there is one way to stop. every cylinder have an unique no. that no. is added to the name of that person by the agency. For the next time check the no. of empty cylinder, if its same as like stored no. then its fine otherwise triple the charges. 2.For household uses give 9-10 cylinder for year. if they want more then double or 3/2 the charges. 3.For business Purpose give 12 cylinder per year if they want more then double the charges.
