Lot of misuse is happening because there is no way to identify subsidized and non-subsidized cylinders. Short term idea to reduce consumption of susbsidized cylinders for commercial use is to paint it in different color. For example, subsidized cylinders can be painted in green color and non-subsidized cylinders can be painted in red color(As existing). But long term idea is to mandate supplying gas to all commercial buildings only via pipeline.

Instead of physical checks Information Technology should be used to check misuse.
'ONE PRODUCT ONE PRICE' should be the MANTRA.
This way the needy get the subsidy & no chance of leakages.
INSTEAD OF PRODUCT SUBSIDY - Total Subsidy to BPL Families can be fixwd on PER MONTH BASIS.

Sir,
I think the upper class having annual income more 10 laks per annum should stop using subsidied rate of cylinder as well as kerosin oil, they should be inforced to buy these items at market rate. the upper middle class should also bear the 25% more burden from the subsidised items.

My next suggestion is that gas supply should be done through pipelines so that loss in transit can be capped.

Basically physical stopping of leakages has not worked any where any time.If Govt.brings one set of rule the genius will find way to overcome.
Only way is to have ONE SINGLE PRICE FOR ONE PRODUCT IRRESPECTIVE OF END USE.
The subsidy should be transferred to benificiary accounts only on ECONOMIC CRITERIA.
This information of subsidyshould be electronically transferred to INCOME TAX people, so they can cross check if any Tax Payers are misusing the subsidy or if they don't show it in their RET

I suggest that regarding diversion of Gas cylinder & Kerosene.
1.Every Tea shops & Nasta shops are using domestic cylinder for their business.Local Government is not taking action for using cylinder for business purpose.
2.Making dedicated team for searching this type of domestic cylinders action against vender on the spot.So no body will used this cylinders.

First step to reduce the burden is to cap consumption by people. Its not that they are storing los its all that they are not getting the exact quantity for which they are paying to gas agencies. The quantity supplied is less that is why they are assumed to be consuming more. I am sure this will reduce the burden on my government for at least log.

As mentioned in my letter given to Modiji also, Gas cylinders should be limited to certain salary band of society. All connection holder have to fill form with salary drawn with last yr ITR attached. High worth family dont need subsidy cylinders. Why waste money on it, simply pass on that saved money for the dev of undev states on top priority. That is the main issue to decongest all big city and make them beautiful/clean and it will surely save huge amount of Oil/Gas also.
