there should be added 2 reforms in draft...1.volunteer system--in which the highly educated and reputed person of the area should go to nearby government schools, they can inspire the students and also they would be acknowledged to various career options...2nd--schools should be quite autonomous and strict decipline should be maintained of principals, because it is seen that primary schools in up provides good infrastructure but not quality education n reason probably was lack of decipline.

One interesting activity of Government education department is transfer mela & money involved. Teachers & authorities both invest considerable time & money for this without bothering of education to students & welfare of teachers it must be addressed. Please check with wide based private institutions' approach on this issue.

The policy must study the reasons of various Scams concerning education, such as 'Vyapam in MP', Recent 'merit list one of Bihar' etc. The system must be robust, strict, transparent so that no such SCAM takes place. We spend country's resources in development & not in investigation etc

HAVE BOOK DONATION POLICY- Encourage private schools / students in each state to DONATE USED BOOKS to government schools instead of selling them to local Scrap dealer for a small amount every time students progress from one class to other. This would reduce governments expenses on books, provide better quality coarse material to poor students, make students understand value of education, conserve paper, trees and enviornment.

TEACHER ABSENTEEISM IS A BIG ISSUE in India- To tackle this 1) Have a TOLL FREE National or State COMPLAINT NUMBER or / and ONLINE COMPLAINT SYSTEM for reporting this or all kinds of complaints against the school or its facilities & make students and their parents report same while keep their identity secure. This would act as eyes & ears of govt & give REAL TIME GROUND REPORT for making POLICY CHANGES, IMPLEMENTATION 2)Popularise, Paste/Paint this number on a height in each class etc
