For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

Last date for sending your suggestions is 30th November, 2014.

For e.g. I can say if any one of the institution should sent a letter from their office to any place in India, first, they have to make a cover after than they have to affix the stamp on the cover based on the weight of the cover contd...

Sir, not only the samples also there are lot correspondence of documents like written agreement, business contract etc... are taking place between the buyers and the export oriented institutions. In which they are using the courier service only. Hence our postal dept. may please be advised to follow the above method of consignment booking at the spot and delivery at the spot. It will help the lot of development for the great network. contd...

Hence the export oriented institution as well as the buyers are deliberately looking for the best service provider. As they feel that the courier companies are fulfilling their requirement, they are availing the facility. contd..

After getting the buyer’s written approval only the bulk production is taking place in all most all export oriented institutions. Hence, the approvals of the samples are very mandatory for the export institutions and the buyer for their business. contd..

2. Sir, the courier companies are working under profit because they are getting more profit especially at their parcel service for foreign countries @ spot booking and spot delivery system. Sir, in all most in all export oriented institutions; they are sending samples to the buyers at foreign countries to obtain their written approval. contd..

1. The recent challenge for our postal network is to meet out the challenges from the courier service providers. Hence if we analyze the differences, we will find out appropriate corrective action to meet out the recent challenges. Hence we have to analyze the facilities extended by the courier to the customers. I can suggest the some of the following facilities extended by the courier service, in which, the postal network can also extend the same facility to the customer.

Post office should allow to open jan dhan saving accounts Post office can use centre to collect telephone, water,electric bills even for insurance primium collection

Sir, India Post like Railways is probably a ubiquitous entity, covering most of the country. Hence, it can act as the hub for rural / semi-urban digitisation, rural e-commerce and for digitised disbursal of funds for rural schemes. The digital needs can be met under the MLA / MPLAD funds.
