For delivering various Citizen centric services and furthering the reach of Financial Services including Insurance, the Government of India has set up a Task Force to examine and recommend efficient utilisation and upgradation of the Post Office Network, enabled with Digital/Internet Connectivity to rural Offices and outpost areas enabling reach of different services in rural areas. This Network is also being viewed as a distribution channel to retail various schemes and services of Central Government, State Government and Private Sector Players.

Through this discussion the Department of Posts (Ministry of Communications & Information Technology) seeks suggestions on the following:

•    To provide efficient postal network and points of presence [particularly in rural areas and small towns] to Central Government Ministries / Departments, State Governments [including Local Self Government] and private sector players for delivering various citizen-centric services, scheme, products to the people.
•    To further the role of Post Offices in Financial inclusion, including Insurance products
•    The infrastructure requirements of the Post Offices and the Postal Network
•    To make the Post Offices financially viable

Last date for sending your suggestions is 30th November, 2014.

All post offices are in good centralized locations with sufficient space. They are all single storied except a few. Additional 5-6 floors can be constructed on top of these post offices to lease them out to other companies thus generating income.

The net work of Post Offices in India is very large. We offer the business magnets to sell their products if any from 1 Rs. to 10 Lakhs in all the Post Offices through appoint their sales mens (wages paid the sales mens by the Business magnets) and some percentage of sales products should be remitted to the Government. It is better to both the Business magnets and Government by earning percentage.

Why can’t the Post Offices offer Digital Services? Instead of getting a post card written by the person sitting outside the ‘PO’, an email could be written by the postal employee. Paperless and faster. A Print-out could be delivered at the other end. ‘PO’s should be brought in line with leading banks to have online money transfer facility for all citizens. With Jana Dhana Yojana, now cashless transfers can be effected too.

PO can be used to offer Citizen Services from different levels of govt. like Municipal, State govt and central govt services. It can offer banks to open ATM-cum-deposit machines at its location. most PO have huge spaces which can let to other govt org like bank, LIC, panchyat office etc. Vehicles should also be upgraded, currently they are old and need frequent repair, hence are not reliable. Staff motivtion and each PO should be asked to make it financially independent.

What made courier companies more trust worthy than Indian Postal services, door to door service, e-commerce service, faster delivery mechanism, tracking of delivery. Indian Postal services having better network than anybody else need to adopt these in present era of communication. Modernization of the Government sector at the pace of Pvt. Sector is the crux of making it a Task force.

In spite of popularity of netbanking, there are still some payments that need to be done via Money Order. It will be great if we can enable Instant Money Order (iMO) procedure online, without the need to go to POST office , for example I should be able to fill in the form online, submit money via netbanking to post office account and then the post office utilize the existing delivery procedure to a person in remote village who does not have netbanking. All banks should connect to iMO

1) We need to bring PO closer to the customer. courier companies have reached the customer at their doorsteps. We need to bring the PO closer to the people. For this, we need to appoint collecting agents in the streets/markets etc. 2) Volumes of post have reduced remarkeably because of New IT technologies. Existing workforce should be reduced by way of VRS etc and remaining workforce need to be employed in non conventional work to be undertaken by PO

It should be made mandatory that 50% of the merchandise sent by online marketing companies like flipcart, amazon etc should be sent through speed post of postal dept.
