1. Register to India/state government to run his shop/business (more than 60% shops are not registered with government) they don’t want to use cashless as it will be earning & visible to govt.
2. All register company/shops/business have facility to opt cash less (sweep machine/e-transition) to consumer. :- they have to paid tax to government in cashless transaction, which should be nil & same has to be applied on cash transaction.
In All government departments where the public dealing is happening should be digitized (even the grain/wheat distributor or seeds distributor in village) there should be facility to receive payment by e-payment/sweep machine

sir,I think it should be taught in schools about Internet apps use,and apps devolping.first of all there should be availability of network and then note pads for students above fourth class.Kindly, save India's future by reducing heavy bags of books. and insure food provided in midday meal prepared under CCTV and then tasted by schools head and cook also.

The Govt of India should spin off a Certification Authority. Every Govt (state & central) website, and that of private Cos registered under Companies Act should be provided a SSL certificate for signing websites and software at no charge. This would encourage security and reduce foreign exchange lost to US based Cos.
LetsEncrypt has has done a good job of this and has become the Internet's largest Certification Authority today (in the last 2 years).
