In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software ...

In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

1. Encourage students of engineering disciplines to contribute to open source software.
2. Encourage universities to create and sustain open source software (many of the mainstream open source creations came out of US universities)
3. Run incubators in colleges and universities where students can rapidly prototype and work on ideas
4. Make mentoring related to business skills available to students
5. Create govt's own VC/Angel fund and run it professionally to fund early stage startups

Please develop Medical and Diagnostic Software along with guidelines Government and National Health Programmes for standardised, uniform, high quality management of all cases throughout every corners of India.

To create a "robust Software Product Industry" India needs a robust "International Payment Processing" system like Stripe. Lack of which has severely handicapped Indian Software developers. Also causing loss of great, homegrown talent to West. Please read attached PDF for more details.

change curriculam in universities to educate future generation on open source software use, development and application. Eg: Python, Openfoam for Computational Fluid Dynamics Applications, Libreoffice instead of OFFICE SOFTWARE, UBUNTU OPERATING Systems. All this will reduce software cost and at the same time develop the young mind. Use cloud computing facilities for engineering and technology students for using high performance computing facilities for simulation worksas universities lack these

Encourage all types of Cloud computing - Private, Hybrid or Public cloud hosted within India. This would optimise all the resources and avoids duplicate efforts.

Dear Respected PM Shri Narendra Modiji,

Create a new entity called SOFTWARE INDIA under MeitY. Let this develop
LSPM-IoT(LOCALIZATION SOFTWARE PRODUCTS ON MOBILE for IoT), mobile based software products on localization for Internet of Things. This is an unique and innovative concept which can be implemented for multi-culture multi-language country India.

If given an opportunity and time, I can give a presentation on the same.
