In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software ...

In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

Hon. PM has made great effort to make speedy growth & development by using digital India concept, I want to suggest that, there are so many virul and break down of systems are created by some anti national elements to disturbed the economy,hence, appropriate software or programme should be kept stand by, so that,it can be used in case of digital disaster or breakdown,as all the financial transaction including banking as well as forms and procedure are online,safety to be kept in all, best wishes

1. Mandate pure software professionals with >15 years of experience to teach a semester in tier 2 & 3 cities based engineering college. This brings in rapid improvement in software standards.
2. Emphasise on ethics in engineering colleges so that quality of software professionals will increase.
3. India wrongly embraced software services instead of systems engineering; hence, the local attrition if USA sneezes. This has to change in the new direction being set for India.

1. Disincentivise hiring of non-software engineers for software engineering positions. Ex: no hiring mechanical/chemical/environmental/civil/electrical/electronics engineers as "software engineers".
2. Change software engineering syllabus to focus on systems engineering, students of BCA/MCA should focus on application programming as India needs systems engineers.
3. Current software engineering students have pathetic understanding of fundamentals & syllabus is focused on rote learning.

In the Work Education course in Schools, students should encourage to make small softwares with the help of teachers. It will promote the knowledge of softwares among students.

Please find the attached PDF document. Some of the things in that were,

1. Operating System which will work in all Regional Languages.
2. School syllabus should focus on conceptual understanding of the computer systems towards product development rather than teaching them languages.
3. Process discipline and Methodologies.
4. A separate Department under MOS for Software Product Development.
5. Identify district wise ideas for IOT projects and Crowd source it.

1. Create more and more Software for Global Markets in India. Align with Make in India and Skill India
2. Provide special tax benefits for software manufacturers making in India for India
3. Provide Tax holidays for software companies working to create products in the IoT space for the Smart Cities program.
4. Encourage software products to aid digitisation and cashless economy especially in the rural sector.
5. More Industrial exposure should be mandated for colleges and schools .

"Sir we have done 22 years of hard work commitments and with hope. Our parents have invested lakhs of rupees for our education but sir what is the use of it? Even after hard work for such a long time we are unemployed. My college didn't even call up for a single company in campus drive.

My seniors asked me to create account in naukri but no use. I only get updates for b.p.o a

1. Impetus to be in creating frameworks instead of short lived apps.
2. OpenSource tools should be mandated, high taxes for proprietary software development tools.
3. Develop centres in tier 2 & 3 cities for tapping innovation, tier 1 cities are expensive to function in without lot of funding.
4. Incentivise technology conferences in tier 3 cities, mandate participation by area base engineering colleges.
5. Stop favouritism & corruption in new STPI with focus for clean administration.
