In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

1. Host all Indian language fonts at a central location, impetus on localisation.
2. Scrap NASSCOM as they serve only MNC, currently reports have to be bought. This locking prevents upcoming start-up from crucial info to grow a business.
3. Training has to start from engineering colleges, and their syllabus is not made by industry professionals.
4. Cross train academics by industry professionals, and have academics participate in industrial projects.
5. Stop pampering IIT/IISc/IIIT.

these days international market is mostly looking for products who are do job on your behalf
Robotics is the term. Softwares or app who can do monotonous jobs for you

Like invoice posting, hit Good receipt based on goods challan, at dock auto check readiness of shipment are few examples

If Indian software industry target this area to create foot prints with ready to use products and cheap Licence and deployment cost we going get edge

A typical Babu Idea..IMPRACTICAL and STUPID, supported by Brain Dead Politicians. It is due to the FACT that the Babu's and Politicians had no CLUE about IT or Software, 30/40 years ago, that the Development (such as it is) of the Indian IT Industry took place at all. Had they known that MONEY could be generated they would have Licensed and Killed the IT Industry. I have been in the IT, S/W Industry for the last 34 years and left India after working for 4 years!

*Needs 1 centralized govt governing body for private/pub SW industry which provide work space to all company.company will pays rent.Every district must have 1 center
*Aadhar database should be used for credentials birth/D.L./clg degree/ITR/Election Voting
*Govt sectors railway,healthcare,medical all should be computer based. No more paper work
*SW Industry should be decentralized, having all job in banglore create cost issues also traffic and environment related problems. #MeitY #MyGov

This will boost participation of Indian software companies in SMART city or other e-governance related big projects.

The participation will create abundance of opportunities within Inida itself.

Rules must be deviced to make exit difficult from such contracts because only personal interest / frictios impacts completion of these projects. Right of ways, environmental issues, communitiy related issues etc. have no say in these kind of projects.
Benefits:-
Increase ease of doing business
It will ensure smooth cash flow. The amount sectioned by the government will be used for the purpose it is intended.
bureaucracy will not be able to fiddle with it fund.

The payment milestone for the software products development and implementation must be defined nationally and all software related contract weather including public or private sector must abide to the national software development and implementation payment milestone policy. The policy must also define general expectation at each milestone and accountability of the parties involved.

For Indian Software Companies:
-Enable Patent (IPR) filing economical and educate on "how"
-Setup Govt Centres/platform for Security assessments of software products
-Incentives for Innovation
-Adapt standard of World with regards to Software development
-Improve(set guidelines) work culture in India software companies
For Govt Internally:
-Create pool of licensed software available for all govt offices
-Educate Govt employees from time to time on use of latest software

Purchase of licensed products are too costly and makes our Rupee weak against USD, it is recommended to use and promote open source products like openoffice, Linux and Linux based applications in all Government office which save lacs of rupees and make our rupee stronger.

Centralize services like birth/ death/ legal heir/ community certificates. Make it digital records (update it once and download every time when user requests):
- avoid redundant approval and verifications by officials
- reduce turn-around time
- avoid man power wasting on redundant work
- avoid bribe at offices to get officers approval/ signature
