Integrating stakeholders to clean Ganga

Can cleaning of the Ganga only be done through Plan or there is a larger need to integrate other stakeholders more effectively?
1. Relocate/distill all the industries/extract near the bank of Ganga
2. Don't give any authority to state about uses of funds(even if you will give them Kuber's khajana, they will still cry for crunch of fund from center)
3. Do necessary audit about the money spent so far or will be spent in future
4. To relocate industries or distill their extract, give total responsibilities to the concerned states and disburse amount directly to the company(now state will cry on the name of Fedaralism)
For Clean Ganga project to be successfull, there may be various ways and also many obstacle. So we have to take initiatives for those ways and also block the obstacle. If I am not wrong, then I think millions of $ have been spent in name of cleaning Ganga but instead of cleaning Ganga it becomes more polluted, where the money went? I recall one speech of Sh Atal Behari Vajpayee(in Patna 1996-99) when he mentioned that 1R sent by center becomes 19P at the end user.it is worst than that
The first thing for clean ganga in VARANASI is to remove the so called "KACHHUA SANCTUARY' due to which a large amount of SAND is collected on the river side and also in the river, without doing this GANGA will never be clean because it's flow has become slow only for this reason.
Many industrial townships florish on ghats of Ganges throughout the cities through which Ganges passes.In foreign countries before the water from canals entre to main river from the industrial town a WTP has been setup by the Industries itself.The water released in river is portable clean water. The same arrangement should be made.Every river whether its Ganges or Yamuna WTP must be installed where water from canals or naalas fall into river. This'll help have a clean river.Best eg THAMES
Easiet ways is to employee fishermans and who are professional swimmers bringin the maximum no of garbage will be paid to them , construct small morgage , flower disposal pond , bathing pond in which ganga water has been poured, it will help in restrict further more pollution to ganga without hurting people relegious sentiments
Waste/garbage disposal system development at all habitat places will ease load on Ganga/river cleaning in India. Social awareness activities (as good as Japan) by municipal staffs shall also be started. Fines shall be imposed for improper disposal in future. Sanitary Napkin selling companies shall initiate social awareness on personal hygiene & sanitary napkin disposal for adolescent & females.
Place hoardings for not throwing waste in rivers, keep watch bodies to see & impose fines. Govt. must disconnect all sewage lines to river on priority basis & encourage & make mandatory to recycle sewage generated by industries and towns. Inform people how to turn it into commercially beneficial power and goods.
Youth is power of our nation.I can take help from youths of al categories like mangmnt, engineering. As m biotechnologist I can help in biological level. Make it cmplsry for those indstries which are main cause of pollution
Creating a market by distributing cleanliness permits gives an incentive to the people to keep their neighbourhood clean.And sustainability over the long term is also ensured. Long enough for the people to get used to living in cleaner surroundings that they wouldn't like to go back to their old ways.
The reality of this situation is that external agencies can only do so much to sustain the cleanliness in the long term.One of the ways to ensure cleanliness drives get more life is to create cleanliness permits and distribute it to all the businesses and households in a particular area.
If a person decides to pollute the value of his cleanliness permit goes down. If the cleanliness or beautification of the area in which a person lives increases the value of the permit increases.
