While going through these standards, i notice the following serious lacunaes, that need to be explicitly and unambiguosly removed to make bus transport accessible in near future.
These standards talk of three types of buses.
(1)High Floor buses HF type, defined as buses having two steps after the boarding step
(2)Semi low floor buses
SLF types, defined as buses with one step after the boarding step,
(3)Low floor buses, LF type, defined as those who have no steps after the boarding step.
The GFC height for
HF is 900mm, for SLF it is 600mm, and for LF type it is 400mm.
There is no mandatory requirement of maximum step height being 150 inches, a maximum step ht. Mandated for builtin envirnoment.
In view of this ambuiguity, Following consequences will follow,in view of the ground situation in bus transport sector in India.
In Mumbai, majority of city buses are HF type, with boarding step height of about 13 inches and remaing two interior steps of 10 inches each. There are about 3000 such

[30/06, 10:54] P.N.Andhare: With ref.to accessibilty standards ,described in tables in 23 page document,on page 11,
Standard for long distance bus
It states that
"New non low floor buses must be fitted with ARI certified wheelchair lift and onboard aisle chair,if the luggage is stored at base"
[30/06, 11:20] P.N.Andhare: With respect to this non negotiable standard, I wish to suggest that we must include the condition that these chairlifts are fitted currently both in Chennai and Mumbai HF buses to the left of driver and to the side, causing traffic jams in Chennai and Zero use of about such 300 buses in Mumbai, as the lift length is about 4 feet and add to it the 3 feet length of a normal wheelchair, requires about 7 feet of road width.
This is difficult to obtain in busy roads of metropolitian cities like Mumbai, Chennai, leading to failure of this model of accessibility in both these cities. The problem is aggravated, in the light of new cities like Nagpur placing orders for HF buse

Continuing comments on draft for transport standards for accessibility,
For air transport, page 19,AO3,where mandatory requirement for ambulift, aerobridge and towable ramp is described, I want to add following two points
(1) From my innumerable trials of aerobridge s,on both national and international carriers, I notice the final entry point from aerobridge to plane gate, there is a height difference of 5 to 6 inches, which is negotiated invariably by lifting the aisle wheelchair mannualy by two portors, causing tension, jerk and avoidable anxiety to passengers like me in the aisle wheelchair.
This could be taken care of elegantly if a portable aluminum ramp measuring 36 inches length and 30 inches width, available on Amazon is provided either in the aerobridge or plane itself to avoid this accessibility difficulty of aisle wheelchair bound disabled, experienced twice in every flight by myself.

Accessible transport sirf facility nahi, ek basic right hai. Draft standards mein universal design ke principles ko priority di jaye, jisme ramps, tactile indicators, audio announcements, aur accessible ticketing systems har mode of transport mein ho. Rural aur urban areas ke gap ko bhi dhyan mein rakha jaye. Standards ko enforce karne ke liye regular audits aur stakeholder feedback system bhi essential hai. Har citizen ko dignity ke saath travel ka adhikaar milna chahiye—yehi true inclusivity hai.

It is suggested that all RTOs be permitted to process HSRP for all Indian states which will help all Government servants and specially the Armed forces as well as Central Police Forces.
Secondly it could be made possible to have a web site where you can apply and receive HSRP. An Authorized Government delear be allowed to fix the same.
