Inclusion of Infrastructure and Services
By addressing both physical infrastructure (e.g., platforms, ticket counters, ramps, tactile paths) and services (e.g., announcements, signage, trained personnel), the draft ensures that accessibility is not limited to design but extends to experience. This dual focus recognizes that accessibility is not only about buildings and equipment, but also about how services are delivered.

Holistic Coverage Across Modes
The draft commendably covers a wide range of transport systems including railways, buses, airports, metro systems, water-based transport, and last-mile services. This comprehensive approach is crucial, as accessibility must be consistent and seamless throughout the journey—beginning with planning and booking, and extending to boarding, transit, and disembarkation.
