C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

The draft may be accessed at the following link:

Such as Bench, pen, pencils rubber colour brush canvas belt If someone uses the foreign words in exam paper or in official work it should be allowed. Subhash Chandra Mallick 7504161777

The Akshar draft is an excellent initiative, but to ensure effective adoption it should include clear rules for regional variants, standard rendering test cases, normalization of look-alike characters, and accessibility provisions. These refinements will make the standard more robust, inclusive, and implementation-ready. -Tanisha Chouhan

It’s a great step to develop the Akshar standard for Hindi language in digital technology. This will make Hindi more accessible and consistent across different platforms and encourage more people to use it online. Focusing on accuracy and ease of digital processing is greatly appreciated. It will definitely help students, researchers, and regular users in their studies and communication. Thank you for involving citizens in shaping this important initiative.

I commend C-DAC and MeitY for initiating the “Akshar” standard for Hindi, laying the groundwork for linguistic inclusion in India’s digital transformation. As a digital skills coach, I recognize the immense value of such standards in enabling AI, IoT, and multilingual content ecosystems. However, I would like to respectfully advocate for the timely inclusion of Telugu in this initiative. Telugu is one of the most widely spoken languages in southern India, with a rich literary heritage and a vibrant digital creator community. In states like Andhra Pradesh and Telangana, Telugu is the primary language for education, governance, and daily communication. Standardizing Telugu for digital platforms would empower millions of users, educators, and entrepreneurs to participate more fully in India’s digital economy. I urge the Bureau of Indian Standards and C-DAC to prioritize Telugu in the next phase of the Akshar Document series.
