C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

ड्राफ्ट मानक में हिंदी भाषा के लिए अंतरराष्ट्रीय संगतता (International Compatibility) का ध्यान रखा जाए। उदाहरण स्वरूप: हिंदी टेक्स्ट को ISO और Unicode मानकों के अनुरूप डिजाइन किया जाए, ताकि हिंदी टेक्स्ट अंतरराष्ट्रीय सॉफ़्टवेयर, वेब ब्राउज़र्स, और ऑपरेटिंग सिस्टम्स पर सही ढंग से प्रदर्शित और संसाधित हो सके। इससे हिंदी कंटेंट का वैश्विक स्तर पर उपयोग और आदान-प्रदान सहज बनेगा।

ड्राफ्ट मानक में हिंदी भाषा के लिए डेटा वैलिडेशन (Data Validation Rules) को स्पष्ट रूप से परिभाषित किया जाए। उदाहरण स्वरूप: नाम में केवल अक्षर ही स्वीकार किए जाएँ, तिथि का फ़ॉर्मेट “DD-MM-YYYY” हो, मोबाइल नंबर केवल संख्या में हो। इससे हिंदी में डाटा एंट्री करते समय गलतियों की संभावना कम होगी और डेटा की गुणवत्ता बनी रहेगी।

ड्राफ्ट मानक में हिंदी भाषा के लिए इंटरैक्टिव यूजर इंटरफेस (Interactive User Interface) डिजाइन गाइडलाइंस को शामिल किया जाए। उदाहरण स्वरूप: फॉर्म लेबलिंग, बटन टेक्स्ट, मेनू आइटम आदि को हिंदी में स्पष्ट, संक्षिप्त और उपयोगकर्ता के अनुकूल बनाने के लिए निर्देश। इससे हिंदी बोलने वाले उपयोगकर्ता को डिजिटल सिस्टम पर सहज और प्रभावी इंटरैक्शन सुनिश्चित होगा।

ड्राफ्ट मानक में हिंदी भाषा के लिए डिजिटल सर्च इंजन सपोर्ट (Search Engine Support) के लिए विशेष दिशानिर्देश शामिल किए जाएँ। उदाहरण स्वरूप: शब्दों के सही इंडेक्सिंग नियम, स्वर और व्यंजन भिन्नताओं को समझकर समान शब्दों के लिए सही सर्च परिणाम देना। इससे हिंदी टेक्स्ट पर आधारित वेबसाइट्स, दस्तावेज़, और डेटाबेस में उपयोगकर्ता को अधिक सटीक और त्वरित खोज परिणाम मिल सकेंगे।

ड्राफ्ट मानक में हिंदी भाषा के लिए स्पेशल कैरेक्टर सेट्स (special character sets) का विस्तृत समावेश किया जाए। जैसे वैज्ञानिक गणितीय प्रतीक, व्यापारिक चिह्न (trademark symbols), विशेष यूनिट्स (°C, ℓ, ₹ आदि)। यदि इन विशेष अक्षरों के लिए स्पष्ट यूनिकोड एन्कोडिंग और रेंडरिंग नियम दिए जाएँगे, तो हिंदी में तकनीकी, वैज्ञानिक और व्यावसायिक दस्तावेज़ों का सटीक निर्माण संभव होगा।

ड्राफ्ट मानक में हिंदी भाषा के लिए प्रतिक्रिया स्वरूप (feedback mechanism) को शामिल किया जाए। उपयोगकर्ता, डेवलपर्स और विशेषज्ञ आसानी से मानक पर अपनी राय, सुझाव, और समस्याएं ऑनलाइन सबमिट कर सकें। इससे समय-समय पर मानक को बेहतर बनाने में सामूहिक सहयोग संभव होगा और यह अधिक उपयोगकर्ता-केंद्रित (user-centric) बन सकेगा।

contd.:- This is true to the best of my Knowledge and belief that without the understanding of the AKSHAR, everyone on this earth is illetrate, because AKSHAR helps to grow rapidly from illetrate to litterate. Every outings and innings give bis results in the form subject to satisfaction and from talent to table is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies. This is one of the best application I have ever heard means a lot to learn different languages in different forms.

This is one of the best part where we have found that As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation. This will definitely spread and will make a place in global market soon. C-DAC has really played a vital role under the guidance of the MeiTY. The main important things I found in this is ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications. So always remember NOW or NEVER, take a decission to be a part of AKSHAR, when a child is born he or She is taught AKSHAR. Greater the ideas are greater the work is, from AKSHAR to AKSHAR it become a word and from a word to word it becomes a sentence
