Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

Dear sir Please find that communication is very fruitful business activities in our day to day life. Simple and easy language along with the willingness to do something will be the main tool which will help us ln each field. Prompt reply will always get good results.

दुरसंचार कम्पनी को अपनी नेटवर्क छमता के हिसाव से सिम बितरित करना चाहिए ,कुछ कम्पनिया गलत प्रलोभन देकर सिम वितरित करते है लेकि पब्लिक बाद मे ठगा सा महसुस करते है क्योकि आधे से जायदा समय नेदवर्क प्रोब्लम मे निकल जाता है और वो जो करना चाहता है वो हो नही कर पाता है इसलिए ईसमे सुधार करने की सख्त जरुरत है ,

Advertisements should not be allowed on pay-per-view channels.Why pay and watch ads?Ads should never appear on paid channels.OTT account should be used by only one person. Up to four people can view the same account. Companies can compromise but why should the government give up its revenue. The tax revenue that the government gets through three persons is hampered. Severe punishment should be given to those who publish videos, audios, words and news that destroy history and spread fake information. People who spread false news should be punished.Acts of changing history, destroying symbols and spreading fake news in movies, news etc. should be considered as treasonous crime.Honest telecom officials should be appointed at the state level to investigate the complaints received in this regard.Complaints should be acted upon within a timely manner.Creative freedom and freedom of expression should be protected as long as the country is respected.Any creative freedom against truth is danger

thought came2my mind that may this work or not but futuristic & any experiment cn be do in small areas eg-in bank account do features that the customer by his willing or else mode fridge amount by self after certain limit in special app & obvious but phone connection it may help in case hack or sometimes by mistake in such a hurry moment may click on unknown link/number may times it's happened when hurry or especially by children may we put lock still cause technology at a fraction of moment,at a finger tip works &that freezing amount cn be roted in perticular time period above 2lakh amount-freeze in case of emergency time time clock will be unlock by app/phone or else method

दूरसंचार के क्षेत्र में बी एस एन एल के अंतिम सांस लेने के साथ कई प्राइवेट मोबाइल कंपनियों ने दूरसंचार के बाजार में कब्जा जमा लिया है। लेकिन उनकी सेवा भी अपेक्षित मापदण्ड पर खड़ी नहीं उतरती है। उनके कस्टमर केयर नंबर पर कस्टमर केयर अधिकारी से बात तक नहीं हो पाती है। बहुत मुश्किल से बात होने पर वे अपनी लच्छेदार बोली सै भोले भाले लोगों को टहला भर देते हैं। अशिक्षित तथा अल्पशिक्षित ग्रामीण ग्राहकों को तो वो भी नसीब नहीं हो पाता है।

Government of India should start its own OTT platform.Private OTT platforms are breaking the rules.OTT platform, movie publishing on the internet is better if it runs on Indian government platform. Online remittance of Indians to other countries should be prevented. It will help the government to overcome fiscal deficit.Porn websites & OTT sites can be regulated if not blocked. Banning porn websites is like trying to catch the wind with a net. can be brought within the tax limit. There is an increasing risk of not only money but also information of Indians going to foreign countries through pornographic websites. India should only allow sites that cooperate with government investigation agencies. Govt of India OTT platform alone is enough. Similarly, tickets should be sold on the government's website to prevent cinema tickets from being sold at high prices. Notifications should be made in the state languages ​​for reporting complaints about broadcast shows and films

भारत दूरसंचार का बहुत बड़ा बाजार है। आज शहरो, गांवों में दूरसंचार की सुविधा समान रूप से उपलब्ध है।दूर दराज के क्षेत्रों में भी दूरसंचार कंपनियों ने अपना नेटवर्क प्रोवाइड कराया है। श्रीमान जी मैं एक समस्या की ओर आपका ध्यान आकर्षित करना चाहता हू। उपभोक्ता इन कंपनियों के महंगे रिचार्ज करने के बाद भी नेट सर्फिंग की स्पीड से परेशान है। प्रायः देखा जाता है कि इंटरनेट की स्पीड शाम होते होते बहुत ही कम हो जाती है तथा फोटो तक डाउनलोड करने में समस्या आती है , वीडियो तो दूर की बात है। जब उपभोक्ता रिचार्ज के लिए ज्यादा रुपए खर्च करता है तो उसे असुविधा नहीं होनी चाहिए, कृपया इसे संज्ञान में ले। धन्यवाद

The Draft Bill 2022 is a much-awaited move in the country's digital space, keeping in mind the rapid expansion of technology and the addition of new players in the market. The Draft Bill not only addresses the present issues but also proposes to provide a future-ready law. It is to be seen how the shape and form in which the law is enacted.
