Marshals can be recruited through municipalities and Panchayats with basic education and short training. To prevent corruption and harassment, fines must be cashless through government e-challans, marshals should wear body cameras, and citizens should have an appeal system. Salaries should remain fixed, not linked to fines. Part of the collected fines can fund public toilets, waste management and cleanliness awareness.
