In a bid to address the surging costs associated with medical treatments, the Indian government is reportedly considering the introduction of a cap on billing practices in private hospitals. This initiative aims to offer financial relief to patients grappling with high healthcare expenses, which have consistently risen in recent years. Rising medical bills have become a significant concern for many citizens, prompting discussions about the necessity for regulatory measures. The proposed billing cap is part of broader reforms aimed at enhancing the affordability and accessibility of healthcare services across the country. It is noted that the government is seeking solutions to reduce excessive charges imposed by private healthcare facilities. Regulation is essential to protect consumers from unexpected financial burdens.

Respected PM Sir, a proposal to turn quotas into capability by upgrading state schools for true equality. Theme: Transitioning Affirmative Action to Foundational Schooling Quality Core Issue: Current policies rely heavily on entry quotas at age 18 to fix inequality, ignoring 12 years of foundational learning deficits in state schools. Quotas without early quality upgrades cause skill gaps and friction over limited seats. Key Solutions: 1. Foundational Quality: Expand PM-SHRI to all state schools; mandate early remedial literacy/numeracy from Grade 3. 2. Digital Verification: Link EWS/Caste certificates to Aadhaar/PAN/ITR data to stop misuse and prioritize first-generation learners. 3. Deprivation Index: Use a Means-Cum-Merit index (school quality, rural background) alongside quotas for scholarships. 4. Vocational Pathways: Integrate NEP 2020 skill streams from Grade 9 for high-earning career paths outside degree quotas. (Detailed PDF report attached)

Respected Prime Minister, I am submitting a detailed proposal for creating a "National Commission for Exams and Recruitment" to end paper leaks permanently. This proposal is based on India's existing EVM model and includes a practical 9-principle framework. I am a survivor of the 1990 policy betrayal — my elder brother's life was destroyed by an overnight decision. I write not as an expert, but as someone who has lived this pain and offers a workable solution. Kindly review the attached documents: 1. Letter (with personal context and summary) 2. Detailed Framework (9 Principles with What/How/Why) I humbly request your office to consider this for implementation, starting with one pilot exam. Thank you. JAI Hind. Mangesh kamlakar Mujumdar
