MeitY is seeking comments from citizens on the Draft Report on Circular Economy in Electronic Waste.

It has drafted an action plan report which provides recommendations on feasible solutions of circular economy transformation in the e-Waste Sector based on best global practices.

The recommendation includes the entire value chain of the products including raw-material acquisition, design & manufacturing of components, consumption, end-of-life, and recycling, and recovery stages, secondary raw materials, circular economy evaluation indicators, etc. to ensure

•Responsible disposal
•Strengthening Recycling Systems
•Sustainable Manufacturing Process

10) Short term specialisation course may be developed for suitable metallurgist to take up this job
11 This is tiny industry. Should be covered in startup and full financial support as recycling chain is very weak.
12 tax benefits may be extended for this industry for 7 years.
13 Similarly loan repayment period should be linked with volume handled and total processing done.
14 Support and assured business from major manufacturing units can be thought of.

7) Will it be possible to segregate e waste based on OEM’s data based on material used in manufacturing process like silver, gold, copper, selenium, etc? This will avoid contamination of various metals at recycling plants and can be processed separately in batches.
8) Since volume is small, what should be its economic viability and plant size need to be assessed. For this recycling or reprocessing fee approach may be suitable.
9) Qualified manpower though in small numbers is required.

3)e- waste collection depots may beset up in various cities who can tie up with recycling plants for recovering critical material.
4) Technology should be developed for recovering critical metals from various PLC boards, CRT TUBES, batteries, and many other circuits.
5 Since this is very hazardous process, proper safety guidelines are required to be in place for pollution control.
6) Purity of recovered, and its use in non critical products like electronic toys may be outlined.

R/Sir,
Noticed the matter today as such unable to go through entire report. Personally I feel that awareness about ewaste hazards is quite low and we should look into this matter suitably.
2 It is also noticed that our e-waste collection system is too weak and must be strengthened. As volume is small and has different components, it is suggested that retailers must be asked to pick up old used items, and send it for recycling after proper segregation.

The H-20 which is under final trial opposite to Ladakh which ranges about 5700kms with capacity to carry 10 tons. I have gone through the given report, and I have suggested certain ways where both the Government and EEE companies have to work upon, in order in bring proper circular Economy of e-waste into effect . It is quit challenging task as the updated electronic products adoption rate of India is quit high every year, and diffusion/disposal of the outdated one is, without following any proper disposal SOPs, due to lack of knowledge of the users, it is causing concerns for future e-waste pollution.

अच्छे नागरिक का मतलब कि हम आने वाले कल को स्वच्छ और सुरक्षित रखने के लिए छोटी-छोटी चीजों के लिए मशीन पर निर्भर न हों।आज का सुख केवल देखेंगे तो कल हमें तकलीफ होगी।अपने सुख की अनुभूति में केवल डूबे रहना बेमानी होगी।यदि हमारा पुराने इक्विपमेंट सेही काम चल जाता है तो उसीसे काम लें ना कि उसे फेंक नया लें। हम उस पैसे को बचा किसी अन्य काम में लगा सकते हैं। ये मैं उपदेश नहीं दे रही हूँ, बल्कि मैं E-Wast के खतरे को समझती हुई ऐसा करती हूं। मैं ऐसे कामों को जो मैं खुद कर सकती हूं, मशीनों का सहारा नही लेती।

स्वस्थ जीवन व स्वच्छ पर्यावरण हेतु हमें तीव्र गति से बढ़ते हुए E-Waste पर नियंत्रण करना होगा। उसके disposal या recycle के लिए यदि ऐसा कदम उठे कि जगह-जगह पर स्टोर टाइप खोला जाय जहाँ ई-वेस्ट को जमा किया जाय ताकि इधर-उधर न फेंके जाएं तब उस स्टोर से जहाँ इसका recycle हो वहाँ पहुंचाया जाय। ऐसा कर हम कुछ हद तक नियंत्रण पा सकेंगे। दूसरी बात सभी को ई-वेस्ट की जानकारी होनी चाहिए और इससे उत्पन्न खतरे को भी समझना चाहिए और एक जिम्मेदार नागरिक होने का रोल निभाना चाहिए।👏
