Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

वहां कोर्ट में सुनवाई की स्थिति बहुत खराब है अभी कुछ दिनों पहले मेरी मां को पैरालाइसिस हो गया है मेरा मकान भी गिरवी रखकर छोटा-मोटा काम कर रहा हूं व्यापार की स्थिति भी अच्छी नहीं है लोन की किस्त भी नहीं निकाल पा रहा हूं अतः कृपया करके मुझे बचा लीजिए मेरे सामने बहुत बुरी स्थिति है आर्थिक तौर पर पूरी तरह से टूट गया हूं जो भी मदद हो सकती हो वह कर देना यह नहीं कहना कि यह कोर्ट का मामला है प्लीज सर आपसे हाथ जोड़कर प्रार्थना है कि मेरे मुकदमे में जल्द से जल्द निर्णय कराने का कराने की कृपा करें

मेरा एक निवेदन है क्योंकि आप से ही उम्मीद है सर 12 साल पहले स्टेट फोरम में और अब वहां से जीतने के बाद अब नेशनल फोरम दिल्ली में मेरा एक मुकदमा no.0/FA/2125/2017 नेशनल फोरम में लगातार चला आ रहा है सर उसमें 1-1 साल की डेट पड़ती है मेरे परिवार की स्थिति अच्छी नहीं है वकील की फीस भी बहुत महंगी है मुस्लिमों ने मेरे पिता वा मेरे भाई की की हत्या कर दी थी और मेरे शोरूम में आग लगा दी थी उसके इंसुरेंस के क्लेम के लिए मैंने पहले 6 साल स्टेट फोरम लखनऊ में मुकदमा जीता अब वह मुकदमा नेशनल फोरम दिल्ली में है

National science, Technology and Innovation sounds great in terminology BUT please understand why India is lagging behind in these fields? It’s all due to Red tapism which mars all innovations. Weaker brains control intelligent ones... I mean a person just passing an exam, like IAS controls the ever indulgent science brains and instead of encouraging the govt babus’ apathy kills all the desired innovations.Govt will have to come out of the mindset of being control freak.

All our achievements are limited to assemble in manufacturing.
Whatever we can say our contribution is making plastic or metallic casings, few machined parts and assembe these alongwith rest other imported parts and packing the final products.
Where is scope of R&D in the process?
Companies may have R&D lab. But, mostly they are not doing R&D. They are doing endurance testing or life estimation of the subassemblies.
This has to be changed if we really wish to fulfill #AatmaNirbharBharat

New Education Policy ke liya mere pas ak sujhav hai,
Hamare desh mai kai saare asa traditional fighting arts hai jo ki lupt hone ki tadar par hai, mera yai sujhav tha ki har school mai yai mendatory kar diya jaye ki hamare desh ki koi ak fiting art form sabhi baccho ko sikhaye jaye. Saath hi use main subjects ka darga diya jaye.

STIP stipulates doubling the research scholars and Gross Domestic Expenditure on researches in five years.
It is good that basic research shall increase.
But, country like India shall follow Japanese model for upgradation of science and technology.
They started reverse engineering on US products and made them better than original through value addition with process of Kaizen- continual improvement.
They not only learnt but upgraded their skills.
Now, their production system is best.

if really Government respect farmers then, Please provide below things free of cost....

1) Day time motor electricity instead of night.

2) Free education in private institutions instead of government schools..

3) Free Hospital facility in private hospitals instead of government hospital..

4) Every farmer should have their own house......

5) In every village WiFi facility because village also need smart...

6) Separate animal Gofarm should be there like corporate..
